Position Summary
Under the general supervision of the Collaboration Solutions Team and, in the Division of Enterprise Technology (DET), Bureau of Business Application Services (BAS), this Agency Application Administrator position is a crucial role responsible for the efficient operation, maintenance, and optimization of our organization's application systems. This position demands a blend of technical expertise, strategic thinking, and problem-solving skills to ensure the seamless functioning of our applications, meeting the needs of both internal stakeholders and external users. These statewide systems provide critical information and management for all state agencies as well as the University of Wisconsin System campuses and centers and the State Legislature. These application systems provide vital information to these customers as well as the public and other professional groups.
Key Responsibilities:
* Responsible for security, integrity and availability of application systems through the planning, analysis, development, implementation, maintenance, and enhancements and support of systems, programs, policies, procedures and tools.
* Support DOA-supported customers by overseeing day-to-day operation of application systems, ensuring high availability, performance, and security.
* Troubleshoot and resolve any issues related to application systems promptly to minimize downtime and disruptions.
* Act as a Liaison for applications to the DET Security Team and other Technical Teams within DET.
* Commercial Software configuration, implementation, and leadership skills to ensure the timely delivery of internet and intranet applications.
* Ensure security compliance, data protection, recovery time, and assess impacts of outages.
* Identify and support enhancements and ongoing maintenance of applications to improve security posture.
Agency Application Administrators have a wide range of responsibilities that encompass both third-party and custom application systems. To the extent they need support from other infrastructure teams, this role would open service requests and ensure communications regarding requirements, project plans, and timelines are aligned. They coordinate with other agency system administrators across DET to configure and maintain application system components that are not part of the base image tailoring the server environment to meet specific needs. Agency Application Administrators ensure proper file system permissions and configure application-specific settings. Manage access controls to help maintain the security and integrity of the server environment. In terms of maintenance, Agency Application Administrators are responsible for updating shared components and application software. They also follow established procedures to keep the applications up to date and secure. Furthermore, Agency Application Administrators are involved in capacity planning, monitoring, and projecting the physical, data, and network capacity needs of applications. They will interact with IS staff in other agencies and represent DET on various advisory groups to identify proper application platforms and infrastructure needs.

Salary Information
Starting hourly rate for the IS Technical Services Consultant Administrator position will be between $38.27- $59.36 per hour, depending on qualifications and experience. A 12-month probationary period may be required. This classification is assigned to pay schedule/range 07-32. Current State employees will be compensated in accordance with the current State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct fingerprinting and/or background checks on applicants prior to selection. DOA does not sponsor work visas. All employees are expected to live and work in Wisconsin. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications
Minimally qualified candidates will have experience with the following:
* Leading system administration and/or architecting custom or third-party applications
* Reviewing technical requirements and plan implementations with internal teams and vendors using Platform/ PAAS technologies such as Azure, CI/CD pipeline tools, Azure Devops, etc.,
* Performing system maintenance and managing application performance while ensuring security with application security components, compliance, or assessment such as Identity and Access Management (IAM), ADA 508C, Data classification/protection, reliability, scalability, etc.
