- Responsible for creating, modifying, and ensuring the existence of an efficient and effective organization capable of implementing the statutory authority given it through the following state laws and in partnership with the U.S. Equal Employment Opportunity Commission (EEOC) and the U.S. Department of Housing and Urban Development (HUD): South Carolina Human Affairs Law; the South Carolina Fair Housing Law; the Equal Enjoyment and Privileges to Public Accommodations Act; the Pregnancy Discrimination Act; and the Lactation Support Act.
- Directs leadership team responsible for overseeing the day-to-day operations and activities regarding policy development, administrative operations and fiscal affairs, human resources management, legal affairs, complaint investigation and resolution, consulting services, community/race relations, fair employment, and housing programs.
- Represents the agency and State before legislative and congressional hearings, panels and organizations - locally and nationally; discusses and recommends solutions to issues and problems related to human rights; elevates public awareness and credibility of the Agency and its mission; and serves as Secretary to Agency's Board of Commissioners.
- Meets annually with the Board of Commissioners to conduct strategic planning.
- Responsible for overseeing the internal process of determining the Statewide Enterprise Strategic Objectives, Goals, and Measurements in consultation with internal leadership team and staff, with review and approval by the nine (9) seat Board of Commissioners.
- Determines the overall direction and need for changes to program objectives and goals; reviews enabling legislation and statutes to ensure no mission drift, while ensuring that all statutory requirements are implemented appropriately.
- Oversee the day-to-day operations, i.e., administrative and program management; interaction with Board of Commissioners, the Governor, and members of the South Carolina General Assembly; restructuring to better meet statutory mandates; and obtaining necessary resources to accomplish mission of the agency.
- Through public speaking events, social media, radio, television, and community, legislative and budget meetings, bolster the public's knowledge of SCHAC's power to address issues of race and community relations and fair employment; and resolve complaints of alleged unlawful discrimination related to employment, housing, and public accommodations.
- Evaluates effectiveness of complaint processing systems, from intake processing to final resolution, to ensure timely completion of investigations; provides final case review and signatory agreement with findings for over 1200 cases investigated per year.
- Evaluates the effectiveness of two programs established to prevent unlawful discrimination in state government impacting nearly 60,000 employees, and community and race relations impacting 5 million people. Makes necessary program changes to comply with state statutes as needed.
- Ensure coordination of and compliance with legal mandates of statutes regarding Board of Commissioners oversight of hearing cases and court proceedings.
Minimum and Additional RequirementsMinimum Requirements
- This position requires a minimum of a Bachelor's Degree in Business Administration, Public Administration, Social Services or a related field.
- A minimum of seven (7) years of management experience is required.

- Thorough knowledge of Title VII, South Carolina Human Affairs Law, South Carolina Fair Housing Law, the Equal Enjoyment and Privileges to Public Accommodations Act, the Pregnancy Discrimination Act, and the Lactation Support Act.
- Requires strong advocacy and leadership skills, a high level of professionalism, the ability to be innovative and resourceful, an understanding of politics, public relations, and human resources.

- Requires the ability to budget effectively and provide strategic direction.
Preferred Qualifications
- A Master's Degree or Juris Doctorate with a minimum of 5 years of management experience is preferred.
