Performance Management- Serves in a supervisory capacity and conducts performance management activities for staff.- Establishes and reviews work assignments and priorities, and resolves related managerial/supervisory issues, in conjunction with program management and Human Resource staff- Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals2. AITR Duties- Serves as the Agency Information Technology Resource for VDH for al VITA partnership provided end user services.- Works directly with Health Districts and Offices on developing work requests for IT services and equipment and in resolving issues relating to IT services; provides technical consulting to VDH Staff located in Health Districts and Central Offices relating to new and existing IT hardware, software, and telecommunication equipment- Ensures ongoing compliance with established technology procedures, policies and guidelines.- Represents the agency for any IT projects- Approve/Deny logical access requests for domain account, VPN access,etc.- Submit requirements, review solution and cost proposal for all standard and custom work requests; approve all VITA/enterprise work requests ensuring appropriate budget.- Approve/Deny change requests, service requests, and/or other various IT activities that impact the agency•Communicates changes impacting VDH staff•Provide end user advocacy to support appropriate and timely resolutionsand outcomes that support the agency's mission and workforce's needs- Coordinates between Information Security Office and VDH IT product teams- Identifies risks, issues, concerns, agency needs and opportunities and provides recommendations for solutions.3. Planning & Development- Ensures processes/procedures for essential business functions are documented- Develops and implements policies, procedures, and standards of operations that support operational efficiency and the execution of the VDH's mission- Identifies and leverages new and existing technologies to reduce cost and increase security posture and improve VDH's state of readiness to respond to the public health needs of the Commonwealth- Ensures all agency needs are documented and included in the VDH IT Strategic Plan- Works with health districts and offices to align business needs with technology to develop technology roadmaps4. IT Customer Support & Compliance- Conducts meetings and provides guidance to OIM administrative, customer support, and policy staff- Coordinates agency services User Groups and provides job aides and training as needed- Monitors the performance of suppliers, VITA, and IT staff members toensure excellence in customer experience- Develops and reports service level agreements and contract performance- Documents remediation steps and performance improvement plans, to correct performance issues- Evaluates system reports to ensure quality and compliance in project reporting and provides direction to staff to ensure required reports are timely and accurate- Planview timecard review, approval, and trackingMinimum Qualifications1. Extensive knowledge and experience with IT Management servicestechnologies, standards, and practices2. Experience providing support for IT needs ranging from strategic planning to operations and financials.3.Demonstrated understanding and knowledge of Information Technologyprograms and policies Knowledge of best practices in service management including contract and vendor management in an outsourcing or shared service environment4. Experience managing the delivery of services to negotiated Service LevelAgreements (internal and external)5. Knowledge of outsourcing contracts and service delivery managementimplications6. Skilled in communication and collaboration with various levels of leadership, staff, and customers7. Skilled in oral and written communication as it pertains to interpretingtechnical information and business needs8. Demonstrated ability to work effectively with all levels of management,customers, and vendors to resolve problems9. Proven ability to interpret complex information and provide informedanalyses10.
