Program Summary:

Pacific Gateway Center's (PGC) Farm Program seeks an Agricultural Program Director. For the past 50 years, Pacific Gateway Center (501c3 nonprofit) has been providing wraparound support services to immigrants and refugees in Hawaii. The PGC Farm Program launched in 2014 and is dedicated to assisting farmers who are immigrants, refugees, survivors of human trafficking, and members of historically underserved communities (i.e. Native Hawaiian, Pacific Islander, BIPOC) in launching and scaling small farm businesses in Oahu, Hawaii. The program currently operates a 176 acre agricultural park in Kunia that supports ~40 small farm businesses. Farmers who participate in our program have access to affordable farmland and on-staff technical assistance providers who help connect farmers with agricultural training and programs relevant to their business goals. The program intends to scale its technical assistance services to underserved farmers across the state.

Position Summary:

PGC's Farm Program is seeking an Agriculture Program Director to manage the Farm Program. The Agriculture Program Director will report to the Deputy Director of Social Enterprise Programs and work with the Farm Manager to design, implement, manage, evaluate, and improve the program's agriculture projects/programs. This includes overseeing the development and implementation of programs at PGC's agriculture park, inter-agency collaborations, and expanding the reach of the program's agriculture technical assistance program to underserved farmers across the state.

Responsibilities and Duties:

Program Management
  • Ensure that program participants are being served in a culturally appropriate manner and provide advocacy when necessary.
  • Develop and track short and long term work plans to ensure that the program achieves its expected outcomes and key performance indicators.
  • Develop, enhance, and archive standard operating procedures for the program.
  • Perform regular analysis and evaluation of programs/projects and develop lists of priorities for the program to address, including funding priorities.
  • Develop feasible strategies to improve components of the program, including working with leadership to develop capital development campaigns for the project.
  • Currently responsible for management of 1 direct report (Farm Manager) who oversees technical assistance case management and land management activities.
  • Develop schedules and priorities for the Farm Manager.
  • Collaborate with the Farm Manager to ensure the successful execution of a high-quality technical assistance program that addresses farmers' challenges (language barriers, financial constraints, production challenges, etc.).
  • Work with Farm Manager to develop feasible strategies to improve technical assistance services.
  • Work with Farm Manager to develop standard operating procedures for technical assistance case management.
  • Develop and oversee an Internship program for the program.
  • Produce an annual report for the Farm Program.
Project Management
  • Design, launch, and manage the implementation of new projects that expand the reach and impact of the program (i.e. technical assistance services, interagency collaborations, infrastructure projects).
  • Manage the implementation and impact evaluation of all grant funded projects related to the program including inter-agency projects that involve nonprofits, government agencies, contractors, and businesses.
  • Manage a 5-year USDA-FSA grant involving PGC + 4 subaward organizations.
  • Develop short and long term work plans to ensure that the FSA project achieves its expected outcomes and key performance indicators.
  • Facilitate recurring stakeholder meetings.
  • Work with accounting to manage project financials.
  • Design and manage an inter-agency monitoring, evaluation, and learning (MEL) system for the FSA grant.
  • Work with the Director of Development to apply for new grant funding opportunities.
Partnership Development & Outreach
  • Strengthen current partnerships with nonprofits, government agencies, private sector businesses, and donors.
  • Develop new strategic partnerships to improve the program participants' access to technical assistance, land, capital, and markets.
  • Create and execute engagement strategies with program partners and donors.
  • Represent and perform outreach for PGC Farm Program at agriculture development meetings, conferences, and steering committees.

Qualification and Skills: Minimum Qualifications

  • Bachelors Degree in a relevant field (i.e. agriculture development, rural development, public administration, agriculture/plant science, agricultural economics, sociology, or similar) + 4 years of relevant experience.
  • Experience and understanding of diversified agriculture systems, agri-food systems, and farm production processes.
  • Experience working on rural development, smallholder farmer, and small agribusiness development projects.
  • A strong understanding of common challenges faced by smallholder farmers in Hawaii and culturally appropriate intervention strategies.
  • Experience managing all components within development project lifecycles from concept to implementation and evaluation.
  • Experience overseeing project work plans that involve teams, stakeholders, and donors.
  • Experience working in diverse intercultural environments and/or with vulnerable BIPOC populations.
  • Experience monitoring and evaluating projects, including quantitative and qualitative assessments.
  • Proven track record in grant writing, grant management, reporting, and financial management of grant funded projects.
  • Competencies with Excel, Word, Powerpoint, G-suite, digital media apps, and project management software (Trello/Asana/Monday/etc.).
  • Valid driver's license, clean driving record, and ability to drive an automatic transmission truck.

PHYSICAL REQUIREMENTS:

  • Lifting carrying below 30 lbs - Rarely.
  • Travel - Frequently.

COMPENSATION, WORK LOCATION, HOURS:

  • Hours: Monday – Friday; 8-hour shift, may include some weekends and evenings for events.
  • The position requires:
  • In-field site visits to agriculture parks in Kunia and other farm sites.
  • Attending and facilitating events.
  • Attendance of conferences and outreach events.
  • Some inter-island or mainland travel.

Salary:

$70,000 - $80,000 per year
