Job Title: Air Quality Administrative Coordinator Department: Air Quality Hiring Range: $62,541.91 - $76,874.46 Compensation Grade: 3005 Compensation Pay Range: $62,541.91 - $96,939.96 Posted Internally and Externally Buncombe County offers in-office, hybrid, and remote positions. Employees in positions that are approved for remote work must work at a location within a 2-hour drive from the position's assigned Buncombe County facility. The Asheville-Buncombe Air Quality Agency is seeking a dedicated administrative professional to join our team. In this role, you will be working collaboratively with 7 team members, and interacting with residents and various Buncombe County departments, state, and federal partners. The Air Quality Administrative Coordinator manages and coordinates financial and administrative services for the air quality agency. This position reports to the Director and is responsible for managing grants, financial planning, accounting, tracking revenues and expenditures, annual budget preparations, assisting residents and permitted facilities with air quality issues, coordinating training, and performs administrative duties for the air quality board including sending out agendas, taking minutes, maintaining mailing lists and sending out correspondence. Applications will be accepted in October and interviews are expected to occur in late October, early November. Final candidate will be offered a position in November and begin work in late December. This position is eligible for overlap such that the team member in the position currently will continue to be on staff to train the new hire during the month of January. The mission of the Asheville-Buncombe Air Quality Agency is to protect and monitor the area's air quality to safeguard the public health and the environment. One of three local air pollution control programs in North Carolina, the Agency is responsible for implementing the delegated provisions of the federal, state and local air quality regulations in Buncombe County. A permitting and inspection program ensures that industrial facilities, gas stations, dry cleaners, grading contractors, and asbestos removal activities comply with all applicable air quality regulations that are put in place to protect the public health and welfare. The Agency operates an air pollution monitoring network that is used to determine whether our area is in compliance with the national ambient air quality standards (NAAQS). Additionally, the Agency responds to air quality related complaints, offers compliance assistance, education and outreach services, and works with community partners on voluntary pollution prevention programs. The Agency also maintains an indoor air quality webpage for resident inquiries and has partnered with other programs to distribute free radon test kits. Buncombe County offers in-office, hybrid, and remote positions. This position is eligible for part-time/hybrid work, where the employee will spend less than 100% of their time working away from the county worksite (at an approved remote workspace) on established days, as agreed upon by the Department Director. A flex space will be provided in a County facility. Purpose of the position: The purpose of this position is to manage and coordinate financial services and administrative needs for the Asheville-Buncombe Air Quality Agency and Board. Minimum Education, Training and/or Experience (required at time of hire): Bachelor's degree or equivalent in business, accounting, environmental studies or environmental science or a related field and three (3) years of experience in environmental control work, business, or accounting; or an equivalent combination of education and experience. Essential Functions of the position:

  • Work to ensure compliance with environmental codes; handle or review individual cases; enforce environmental regulations through investigation and preparation of criminal or civil penalty cases, following through the court system as necessary.
  • Work with the Air Quality Manager to update the Agency's regulations as required to maintain Code consistent with the North Carolina State Implementation Plan.
  • Provide technical assistance to industries regarding sources of pollution, regulations, and permitting requirements; Conduct compliance assistance activities and recommend enforcement action based on file review, compliance history, and onsite compliance evaluations.
  • Financial planning, accounting, and tracking of all revenue and expenditures for purchasing, contracts, federal grant funding, capital equipment, staff salaries and benefits, permit fees and civil penalties.
  • Prepare the annual department budget in consultation with the Director.
  • Provide grant management for all grants, including maintaining a comprehensive customized financial record keeping system to ensure time/date-sensitive allocations to each system are accurate and verifiable for each of the various grant obligations and programs; applies for funds, manages accounts, and files federal finance reports.
  • Stay informed on current air quality regulations and industry developments by reading technical literature, attending classes, and participating in EPA and industry webinars and workshops.
  • Office liaison and point of contact with the Budget, Finance, and IT Departments to complete payroll, maintain the agency's website, publish public notices and news stories, and ensure all staff members have the computer hardware, software, telephones, and cell phones they need to effectively perform their duties.
  • Perform administrative duties for air quality board including sending out agendas, taking minutes, maintaining mailing lists, coordinating with CAPE to livestream meetings, issuing public notices for meetings.
  • Assist the director in writing and maintaining business plan.
  • Coordinate training for agency staff, prepare quarterly or annual reports for agency activities, represent agency on county committees in coordination with other departments, send out social media posts and daily air quality forecasts.
  • Other administrative duties include mailing letters, filing, and tracking correspondence and invoicing permitted facilities.
  • Perform other related duties as assigned.
Knowledge, Skills, Abilities:
  • Knowledge of current federal, state, and local laws, statutes, and regulations regarding air quality management and control.
  • Knowledge of air quality and the major sources of pollution and industrial processes.
  • Knowledge of general public policies and trends affecting industries and air quality.
  • Knowledge of computer and web development products.
  • Ability to utilize a wide variety of data analysis programs for air quality.
  • Ability to research issues and prepare and present reports orally and in writing.
  • Ability to analyze and evaluate plans, specifications, and technical data; and to prepare studies and present reports.
  • Ability to make accurate observations and analyses of environmental situations in the field and in the laboratory.
  • Ability to communicate effectively with representatives of industries, media, and with public officials and citizens.
