Education and Experience:A High School diploma or GED, or higher, and two (2) years of experience in code enforcement or field investigations, or in environmental field experience in sampling, monitoring, or technical analysis.
Licenses and Certificates: Some positions may require Visible Emission Evaluator Method 9 Certification, in accordance with 40 CFR 60 Appendix A, Method 9, Method 22, 203A, 203B, 203C, within one (1) year of appointment. Valid Texas Class C Driver's License or equivalent from another state. Positions involving pollution control activities must complete a Basic Code Enforcement Course recognized by the Texas Department of Licensing and Regulation Code Enforcement Officer registration program within one (1) year of appointment and participate in 6 hours of code enforcement continuing education each calendar year thereafter.
General Purpose
Under general supervision, perform basic and complex aspects of ambient air monitoring and pollution control activities.
Typical Duties
Maintain the City's ambient air monitoring network stations, collect data and filters, and operate ambient air monitoring equipment. Involves: Safe operation and care of ambient air monitors and associated equipment. Conduct required calibrations, audits, and reporting in compliance with Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) requirements. Conduct quality assurance reviews of data. Follow standard operating procedures and sampling protocols. Record data on forms, in logbooks, and on shared networks. Troubleshoot and diagnose malfunctioning or inoperable equipment, repair according to level of training, and coordinate with experienced staff to ensure equipment is adequately repaired and operable. Perform research by gathering data from personal computer to prepare reports. Perform standard calculations. Perform housekeeping and basic site maintenance at network stations. Direct teamwork of lower-level technical and clerical personnel, as delegated.
Perform routine and complex pollution control activities. Involves: Investigate complaints and enforce applicable air quality rules per Title 30 of the Texas Administrative Code. Conduct on-site inspections and investigations at regulated entities within the City and other local jurisdictions that have entered into interlocal agreements with the City. Respond to and investigate complaints. Respond to nuisance violations by conducting on-site visits and investigations of regulated entities. Conduct on-site inspections of businesses to ensure compliance with applicable air quality rules. Obtain, document, and transport samples of gasoline fuel from underground storage tanks as assigned. Investigate illegal activities related to air pollution and conduct surveillance. Issue notices of violation. Gather evidence and refer cases to the TCEQ Enforcement Division when necessary.
Perform administrative duties as assigned. Involves: Organize and stock equipment and supplies. Perform a variety of clerical and paraprofessional tasks to assist staff, as assigned. Refer complex queries to more knowledgeable staff. Document and log fieldwork and maintain records of equipment calibration, filter collection, and preventive maintenance activities. Compile information and prepare inspection and other reports. Maintain accurate documentation and tracking of violations, inspections, and pollution control activities. Respond to customer inquiries. Attend classroom training and seminars. Assist with the preparation of reports and records necessary for enforcement case development and testify in administrative hearings when needed. Research property ownership. Prepare and present training topics as assigned. Attend and represent the City at committee meetings or public hearings as assigned.
Supervise or lead assigned staff, if assigned. Involves: Schedule, assign, instruct in, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development. Enforce personnel rules and regulations, and work behavior standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, transfers, discipline, merit pay, or other employee status changes.
