Salary: $19.02 HourlyLocation : TX 75704, TXJob Type: Regular Full-timeJob Number: 994896Department: AirportOpening Date: 08/08/2024Purpose OfPositionJOB SUMMARY:Under the general supervision of the Airport Operations Supervisor, the Airport Tech III is to perform a variety of skilled and semi-skilled duties for maintenance and repairs of Landside and Airside airport assets, grounds, buildings, and airfield; tasks include mowing and occasional custodial work. Also, all FAR Part 139 airport operations activities. ESSENTIAL JOB FUNCTIONS:
  • Perform a wide variety of minor journeyman-skilled facility maintenance and repair tasks.
  • Perform routine maintenance and repairs of all airport pavement.
  • Perform routine maintenance and repairs of electrical systems of the airfield lighting, windsocks, rotating beacon, and signage systems.
  • Perform required repairs and preventive maintenance on the control tower, city-owned buildings, and other airport facilities.
  • Perform grounds maintenance duties, including irrigation, mowing, cutting brush and trees, trimming trees, and various other landscaping/ground duties.
  • Perform stormwater compliance testing in accordance with SWPPP.
  • Maintain lawns and fields around airport facilities and on airport property, both land and airside, using a combination of power mowers, weed trimmers, tractors, and sprayers.
  • Maintain an inventory of tools, equipment, and supplies; maintain shop area and equipment in a clean and safe condition; assure the security of tools and equipment.
  • Apply non-restricted use of pesticides and herbicides to various airport areas in accordance with established health and safety regulations.
  • Monitor and assist with contracted airport maintenance programs utilizing airport and airfield as-built construction drawings and maintenance manuals.
  • Perform airfield daily inspections according to Federal Aviation Administration (FAA) Regulations and the Airport Certification Manual (ACM).
  • Perform snow and ice removal in accordance with Airport Snow and Ice Control Plan (SICP).
  • Assist Airport Operations Supervisor in activities related to maintaining the Airport Certification Manual (ACM), Airport Emergency Plan (AEP), and current FAA, state, and local Airport Regulations.
  • Assist Airport Operations Supervisor with the management of airport FAR Part 139 Certification Compliance including the Self Inspection Program, Wildlife Hazard Management (WHM), and Storm Water Pollution Prevention Plan (SWPPP).
  • Issue and cancel Notice to Air Missions (NOTAMs) reports along with other airfield safety and operational notification requirements.
  • Assure Airport Operations are conducted safely and professionally.
  • Operate a variety of tools, equipment, and machines including small hand tools, tractors, push mowers, backhoes, trucks, sprayers, and other equipment; instruct others in the operation of equipment as necessary required to maintain FAR Part 139 Standards of Operations.
  • Respond to incidents/accidents and makes appropriate notifications and complete necessary reports and documentation.
  • Perform basic security duties as required under the Airport Security Program, and as directed by the Airport Security Coordinator.
  • May work a variety of shifts and schedules, including nights, weekends, holidays, rotating shifts, overtime, and on-call. (Considered to be Essential Personnel and is subject to call back for emergencies, weather, or as deemed appropriate by Airport Management).
  • Adheres to the City of Tyler and Departmental policies and procedures as well as safe work practices, policies, and procedures.
OTHER JOB FUNCTIONS:
  • Respond to and assist in airport emergencies as needed.
  • Assist in training employees regarding general maintenance and repairs.
  • Assist with security gates and fence maintenance/repairs as needed.
  • Assist with HVAC routine maintenance/repairs as needed.
  • Assist with custodial duties as needed.
  • Assist with parking booth duties as needed.
  • Report security concerns to Airport management and/or Airport Law Enforcement (and may call for assistance as needed).
  • Participate in various aspects of facility emergency operations; participates in terminal emergency drills; learn established procedures for responding to emergency issues.
  • Perform security escort responsibilities as needed.
  • Perform other related duties as assigned.
  • SKILLS, KNOWLEDGE, AND ABILITIES:
  • Requires knowledge of standard maintenance practices and equipment.
  • Requires knowledge of FAR Part 139 Regulations, and familiarity with TSA Part 1542 security requirements.
  • Requires knowledge of airport procedures, policies, and Federal Aviation guidelines and requirements.
  • Requires knowledge of operations activities at commercial service airports.
  • Requires knowledge of procedures, materials, and equipment related to the building trades.
  • Requires knowledge of the occupational hazards of building trades and the associated safety precautions.
  • Requires the ability to understand and follow oral and written instructions
  • Requires the ability to read and interpret blueprints and specifications.
  • Requires the ability to use computers for training and technical applications.
  • Requires knowledge of airport ground control procedures and perform radio communications with Air Traffic Control (ATC).
  • Requires knowledge to operate a variety of pieces of motorized maintenance equipment and maintain such equipment.
  • Requires knowledge to perform minor electrical systems repairs.
  • Follow safe work practice applications applicable to the work environment.
  • Requires the ability to operate airport vehicles, tools, and equipment.
  • Must be able to work with minimal direct supervision and be accountable to accomplish all assigned tasks.
  • Requires the ability to utilize mathematical formulas; add and subtract; utilize decimals and percentages.
  • Requires the ability to inspect items for proper length, width, and shape.
  • Requires the ability to deal with people beyond giving and receiving instructions.
  • Requires the ability to perform under stress and when confronted with persons acting under stress. May include exposure to disruptive people.
  • Requires general knowledge of the standard methods, materials, and equipment employed in housekeeping and groundskeeping work.
  • Requires the ability to exercise independent judgment and initiative in completing work assignments.
  • Requires the ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Requires the ability to perform physical work.
  • Must be physically able to operate a variety of machinery and equipment.
  • Must be able to climb stairs and ladders.
  • Must be able to adhere to frequent walking, standing, pushing, bending, reaching, and climbing as well as lifting and carrying objects of moderate to heavy weight and varying size and shape.
  • Must be able to exert up to 75 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects.
  • Must have minimal levels of eye/hand/foot coordination.
  • Must be able to work inside and outside types of environments. Tasks may require exposure to adverse weather, heat, cold, dust, rain, snow, sleet, hail, strong and/or toxic chemicals, dangerous and/or unpleasant conditions and substances, including noise, asphalt, paint, traffic hazards, vehicular exhaust fumes.
  • The various duties, responsibilities, and/or assignments of this position may be unevenly balanced and change from time to time based upon matters such as, but not limited to, variations in the shift, work demands, seasons, service levels, and management's decisions on how to best allocate department resources.
MINIMUM EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS:
  • High school diploma or equivalent (GED). Minimum of 1 years of experience in a related field or equivalent combination of education and related field experience.
  • Knowledge of standard maintenance practices and equipment (i.e., landscaping, irrigation, airport operations, airport operation terminology, minor electrical principles/repairs, minor plumbing, carpentry, mowing equipment, general building maintenance, etc.).
  • Successful completion of Airport Driver Training, Airport Rules and Regulations, Federal Aviation Administration, and Transportation Security Regulations. within 6 months. Completion of training on the operation of small and heavy equipment.
  • Prior airport experience is preferred, but not required.
  • Possession of a TDA License is preferred, but not required.
  • Possession of a valid driver's license with a clear driving record. Must be able to obtain a State of Texas driver's license within 90 days.
  • Must be able to pass a 10-year fingerprinted criminal history background check (no criminal convictions, felony, or misdemeanor in the past 10 years) as required by TSA. Must obtain and maintain a Secure Identification Display Area (SIDA) Badge.
  • Must speak, read, write, and understand English fluently. Bilingual preferred.
