PACO Group, Inc. (PACO) is seeking an experienced AMPP Senior Coatings Inspector (Chief Resident Engineer) to support the Line Structures Program for the Metropolitan Transportation Authority (MTA) and Long Island Rail Road (LIRR). The AMPP Senior Coatings Inspector (Chief Resident Engineer) will oversee bridge painting, tunnel rehabilitation, and other structural maintenance projects to ensure quality, safety, and compliance with MTA and NYSDOT standards. This role requires an in-depth knowledge of bridge painting, construction inspection, and project management within a rail environment. The CRR will serve as the main liaison between LIRR and contractors, coordinate site operations, conduct design and materials reviews, and manage project documentation to facilitate smooth execution and adherence to contract specifications. This position is essential to advancing the integrity and reliability of LIRR's line structures through expert supervision, meticulous inspection, and proactive project management. Scope of Work The AMPP Senior Coatings Inspector (Chief Resident Engineer) will report to a designated MTA C&D/ Long Island Rail Road Senior/ Project Manager, shall work out of a Long Island Railroad Office or Satellite Office, and shall act as its representative with respect to the coordination, quality of work, inspection, and testing requirements to execute the assigned project(s) in a timely manner. This individual will be a Subject Matter Expert (SME) in Bridge Painting and shall oversee various Projects in the Line Structures Category.
  • Review and inspect designs, materials used, and work performed by the Contractor to ensure that the Contractor complies with all construction contract ( Contract ) requirements
  • Oversee SR./JR./ Inspectors and provide guidance where needed.
  • Assist LIRR in developing scopes and specifications for bridge painting projects.
  • Perform pre-construction surveys of existing conditions
  • Prepare Project Plans, Work Plans, and Weekend Work Plans.
  • Evaluate and prepare recommendations to the Railroad regarding sequence of construction activities, proper means and methods of construction when working in a railroad environment.
  • Coordinate review of design submittals.
  • Review design submittals for painting products, containments, and scaffolding.
  • Ensure that all comments from the design consultant and LIRR are incorporated into the approved project design and shop drawings.
  • Coordinate Roadway Worker Protection Training for all the Contractor's employees that will be on-site.
  • Coordinate between the Contractor and LIRR and/or outside agencies.
  • Coordinate with the Contractor to ensure that project look-ahead schedules and Work Plans are properly integrated.
  • Coordinate Maintenance and Protection of Traffic.
  • Coordinate site mobilization and site preparation.
  • Monitor containment installation, engineering controls, surface preparation methods, coating system application, air sampling protocols, painting products and MSDS sheets in accordance with Contract Drawings and Specifications.
  • Monitor, process, and coordinate change order requests, change orders, RFI's and RFI responses.
  • Record Contractor's daily activities and progress of work in detail, highlighting any inconsistencies, non-conformances, field tests, labor and equipment allocation, and critical activities in the form of a daily written report to be submitted daily to LIRR.
  • Perform follow-up actions to overcome any non-conformances to preclude any adverse impact on progress of the project.
  • Proactively resolve engineering and construction related problems and promptly inform the PCEO of any events or problems requiring immediate attention.
  • Continuously validate and monitor Contractor invoices for payment in accordance with progress of work and the Contract. Monitor final site clean-up, archiving of record documents and submittals, demobilization, and closeout.
  • Has Stop Work Authority over 3rd Party Contractors if any work is being performed in an unsafe manner.
  • Required Education and Experience
  • The AMPP Senior Coatings Inspector (Chief Resident Engineer) shall have a bachelor's degree in engineering and significant experience in Construction and Project Management within an operating railroad environment. Relevant experience shall be considered in lieu of a bachelor's degree in engineering.
  • AMPP Senior Certified Coatings Inspector & maintain certification throughout this Task-Order.
  • AMPP CIP Bridge eCourse & maintain certification throughout this Task-Order.
  • NICET Level III Certified Inspector
  • Direct experience in managing Long Island Railroad work scope, budgets, and schedules.
  • Previous experience performing steel painting inspection services (e.g., bridges, water tanks, towers).
  • Experience with the various types of abatement methods typically utilized on projects of similar nature.
  • Experience with LIRR engineering practices and means and methods as the pertain to bridge painting and construction.
  • Working knowledge of NYSDOT Maintenance and Protection of Traffic ( MPT ) standards and specifications.
  • A valid Driver's License.
  • Be proficient in the use of personal computer and office software in a Microsoft Windows environment and office software, such as Microsoft Word, Excel, Teams, PowerPoint, and AutoCAD.
  • Ability to review contract documents and direct meetings as required with the 3rd Party Contractors, LIRR Engineering, LIRR Business Unit (LIRR BU) of Construction & Development (C&D), and other railroad departments/divisions.
  • Physical ability to work, walk, crawl, stand, stretch, climb and maneuver around a site which includes inclined embankments, train tracks and ballast, lifted work platforms, etc.
  • Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek such as nights and weekends schedules, as needed.
  • Candidates must be able to pass a pre-employment drug screen, background check, physical and motor vehicle records check.
