Job Description:

Essential Job Functions: Makes inspections and handles enforcement of city animal codes and ordinances; represents the City in Municipal and County Courts; interprets animal regulations; patrols district to pick up dead, injured, or stray animals such as dogs, cats, or wildlife; investigates complaints concerning animal bites, treatment of animals, and violations of animal ordinances; issues citations in cases of violation, maintains required reports and answers public inquiries; makes recommendations detailing corrective actions required; vaccinates animals upon intake at the animal shelter; scans all animals in the field for microchips; assists the Veterinary Technician with administering intravenous (IV) euthanasia; Participates in developing and delivering public information and education programs regarding compliance with applicable animal laws, animal awareness and safety, and pet adoptions; patrol duty will include intervals of 24-hour-on-call duty with some telephone and dispatch duty required; may use photography and computer equipment; works closely with the City Veterinarian.

Other Job Functions: Performs other duties as required. May be required to assist with animal shelter operations. Normal office environment; outside field inspections in all kinds of weather; exposed to cold, heat, and temperature swings; may be exposed to odors, insects, dust/mites, cuts and animal bites; frequently deals with irate and hostile citizens; must be comfortable working with dogs and cats of all sizes and breeds; must be available to work from 8:00 a.m.-5:00 p.m., Monday-Friday; must be available for rotating weekend duty; subject to 24 hour call; prefer residence to be in close proximity to Beaumont. The position is considered essential which requires the incumbent to stay or be called back immediately in the event of a natural disaster.

Knowledge: Knowledge of City animal codes and ordinances; knowledge of basic principles, techniques and terminology of animal control; knowledge of the IBM iSeries (AS/400) and associated systems such as tax roll, water utilities inquiry. Some knowledge of safety procedures used in working with animals; some knowledge if the methods and procedures used in caring for animals. Knowledge of city roads and street addresses.

Skills/Abilities: Skill in the operation of motor vehicle; ability to deal tactfully and effectively with the public to enforce regulations with firmness and impartiality; ability to deal with the public in potentially conflicting situations; ability to carry out tasks with minimal supervision; ability to read and interpret legal regulations; ability to present ideas effectively, orally and in writing; ability to work with and around often vicious , sick or injured animals; ability to effectively use such tools as animal traps, catch poles and able to use tranquilizer guns; organize and maintain files and records of inspections; ability to read and write; ability to learn computer systems applicable to division responsibilities.

Physical Requirements: Constantly sees and hears; frequently sits, stands, walks, drives vehicle, writes by hand, kneels, climbs, lifts, carries, drags, pulls or pushes objects weighing up to 100 lbs., uses a calculator, operates facility's cleaning equipment, operates a camera; infrequently bends and twists body.

Education/Experience: Graduation from high school or equivalent; one (1) year experience dealing with the public; Certification as a Basic Animal Control Officer preferred; six (6) months experience working with animals preferred.

Must possess a valid Class C driver's license with a good driving record. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license. Must be physically able and willing to take pre-exposed rabies inoculation; must complete a Texas Department of State Health Services (TDSHS) approved course in euthanasia within six (6) months of employment; must be able to obtain the TDSHS Basic Animal Control Certification within one (1) year of employment; Writing and grammar tests will be administered.
