Job Title: Animal Control Warden - Part-Time

Minimum Hourly Rate: $18.3756

Schedule includes nights, holidays, and weekends.

Position Summary

Animal Control Warden is responsible for patrolling contracted areas, animal apprehension of docile and aggressive animals, and caring and feeding of animals in the McLean County Animal Control. This position is responsible for enforcement of County, City, Municipal, and State ordinances/laws when controlling and regulating stray and vicious animals within the City limits of Bloomington, Town of Normal and 12 rural municipalities. Guidance is provided through federal, state, and local laws, humane organization guidelines, and departmental and County policies and procedures.

McLean County Animal Control Center is located at 9279 N. 1375 East Road, Bloomington, Illinois.

Essential Duties and Responsibilities

Investigates animal bites to people and other animals; ensures quarantine procedures are followed as dictated by law.

Responds to questions, concerns, or complaints from animal owners, officers, the public, or organizations; handles irate citizens and difficult situations arising from the enforcement of Animal Control Ordinances and laws.

Responds to calls or requests for assistance; investigates and apprehends stray or diseased dogs or other animals in accordance with Animal Control Ordinances and state laws; searches for animal owners; mediates between irate citizens; issues citations; makes court appearances; investigates complaints and concerns regarding cruelty to animals or animal-related problems.

Patrols designated areas to locate and pick up stray, injured, and/or dead animals.

Assists other wardens, if needed, in capturing vicious animals as necessary.

Maintains accurate records such as daily logs, written complaints, dispatch logs, equipment inspections, citations, animal inventory, abnormal situation sheets, and provides documentation.

Educates the public about city ordinances and laws pertaining to animal control.

Maintains equipment and vehicles; performs preventative maintenance on vehicles and equipment.

Participates in the daily care of animals in the control; ensures that all animal pens are properly cleaned; responds to animals in distress; waters and feeds animals.

Monitors dispatch calls; coordinates with law enforcement and other agencies; ensures that emergency situations receive priority; responds to on-call duties after hours.

Performs other related duties as assigned.

Knowledge, Skills and Abilities

Some knowledge of the laws, ordinances, policies, and procedures involved in apprehending, impounding, and destroying stray or vicious animals.

Some knowledge of machines, equipment, materials, and operating procedures involved in apprehending, impounding, and disposing of stray or vicious animals.

Some knowledge of animal behavior, diseases, and the proper handling of mean or vicious animals.

Some knowledge of techniques used in the humane capture and handling of domestic and wild animals.

Some knowledge of animal feeding and care practices.

Knowledge of local government operations, Human Resource related programs, policies and plans, and modern office practices and procedures.

Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.

Skill in customer service.

Ability to maintain accurate records and prepare clear and concise reports.

Ability to establish and maintain a cooperative working relationship with employees, municipal and county officials, representatives of other agencies, and the public.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to enforce laws applicable to animal control.

Ability to recognize and identify disease symptoms.

Ability to operate a motor vehicle, computer, alphanumeric pager, and standard office equipment while performing essential functions.

Ability to make decisions regarding euthanasia and assist with euthanasia, when needed.

Ability to assess animals for adoption and assist with adoption process.

Ability to handle both live and dead animals.

Ability to get along with others and work effectively with co-workers and the general public.

Ability to deal properly with confidential and sensitive matters.

Required Qualifications

Requires a high school diploma or equivalent and 1 year of related experience working with animals, in an animal control program, with veterinarian practices, or in a related field, or equivalent combination of education and experience.

Valid Illinois Drivers License

Physical Attributes/Demands

The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Requires ability to balance, climb, crawl, crouch, kneel, lift and/or push/pull various objects, stand, and stoop. Requires protective equipment such as leather gloves, animal restraining devices, and inoculations to prevent infection from rabies.

Work Environment

Work is performed both inside in an office environment and outside in various temperatures and adverse temperatures. Work exposes the employee to hazards associated with traffic; high noise levels and blood from animals; and hazards associated with infected animals and controlled substances.
