Salary: $17.93 - $26.00 HourlyLocation : League City, TXJob Type: Full TimeJob Number: FY202400121Department: Animal ControlOpening Date: 12/02/2024FLSA: Non-ExemptJob DescriptionEFFECTIVE JANUARY 1, 2025, THE MINIMUM PAY FOR THIS POSITION WILL INCREASE TO $18.29 PER HOUR.Under supervision of the Animal Protection Lead, Animal Services Supervisor, and Animal Services Manager, the Animal Protection Officer enforces animal protection laws and ordinances for the City through investigation and the patrolling of the City of League City. Acts as a representative of the City in the field and in shelter. Operates the Pet Resource Center to provide options for individuals needing rehoming assistance, pet pantry & pet retention supplies, lost/found pet services, and more. Performs work in the League City Animal Care Center to include care and maintenance of animals and grounds while humanely following City policy, City ordinances and State of Texas laws. The ideal candidate will demonstrate excellent customer service skills and provide a high level of pleasant, professional service to all visitors, staff, and volunteers. The ideal candidate should be prepared to work independently, follow all health and safety guidelines, and enthusiastically contribute to the professional culture and mission of the League City Animal Care team. This is a safety sensitive and/or DOT position. As such, you will be required to participate in random drug testing at the city. Example of Duties The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.   • Humanely handle all animals using Fear Free procedures and use positive reinforcement techniques as trained. This includes animals which may be ill, injured, quarantined, or aggressive while utilizing established animal control equipment and techniques.
  • Respond to calls from citizens about domestic animal ordinance violations while building trust in the community through a message that balances community engagement with enforcement.
  • Enforce all animal control laws and ordinances.
  • Investigate animal neglect, cruelty, hoarding, and intentional acts of abuse, as well as dangerous and vicious dog cases.
  • Perform preliminary investigation of animal cruelty complaints.
  • Provide clear, concise and professional testimony in court.
  • Oversee rabies quarantines and investigate all animal bites to a human.
  • Record clear, concise, and objective notes on all cases, field activities, and animal records.
  • Support community cat programs (TNR and SNR) and mitigate complaints about outdoor and free-roaming cats.
  • Capture and impound domestic animals found at large in the City, including during extreme weather or weather related events.
  • Rescue lost and stray animals that are sick, injured or in immediate danger.
  • Capture high-risk rabies vector or venomous animals safely and dispositions them according to policy.
  • Assist pet owners who are in crisis, including incarceration and evictions, and pet owners experiencing homelessness.
  • Prevent unnecessary shelter intake by effectively addressing an individual's barriers to pet retention and connecting the individual with the resources that will enable them to keep their pet in the home.
  • Assist public with information regarding humane pet ownership.
  • Assist with pet reunification and rehoming by informing and assisting citizens with Rehoming and Lost/Found Pet registries.
  • Manage welfare cases and sick or injured wildlife, exotic animals, and farmed animals.
  • Maintain a clean, organized, and stocked workspace, including assigned vehicles or any shared spaces.
  • Provide local transport to pets using City owned vehicles.
  • Prepare work reports and maintain records for all impounded, released, or euthanized animals.
  • Maintain the municipal animal care center including the care and maintenance of animals and grounds.
  • Pick up and dispose of deceased animals.
  • Humanely euthanize animals according to policy and State law and prepare specimens for laboratory testing.
  • Provide support in other departments or collective tasks as needed.
  • May provide food, water and proper care for all shelter animals by adhering to schedules and protocols within departmental policy.
  • May clean and disinfect kennels, rooms, cages, equipment, runs and other areas of the facility following sanitization procedures to prevent cross contamination and disease transmission.
  • Provide vaccination, deworming, microchipping, heartworm testing, and preventative medications for all shelter animals as trained (includes blood draw, administering vaccines via subcutaneous, intramuscular, and/or intranasal administration, and other medical procedures as trained).
  • Dispense and administer medications, serums and treatments as trained.
  • Accurately record weights and estimated ages of pets.
  • Document animal appearance and activity for general physical condition, obvious signs of illness, disease, and behavior.
  • Maintains accurate and legible case files and records for each animal in the shelter; uses a computer to input, update and access information regarding shelter animals and to produce written documents.
  • Maintain personal appearance and behavior that meets the expectations of LCAC's mission, values, and relationship with the community, including clients, volunteers, employees, and supporters,
  • Learn and utilize shelter database software and municipal dispatching systems as needed.
  • Perform all other related duties as assigned.
  • Must demonstrate a positive and cooperative attitude toward all staff and citizens.
  • Must be able to work a flexible schedule, including holidays and weekends.
Minimum Qualifications Minimum Requirements
  • High School diploma or GED.
  • Valid driver's license
Preferred Experience
  • Domestic, exotic, wild, livestock, animal handling
  • Any experience as a veterinarian technician
  • Animal Shelter work, volunteer or paid
Preferred Licenses or Certifications
  • Humane Euthanasia certificate recognized by TSDHS.
  • Basic Animal Control Certification recognized by TSDHS
  • Fear Free Certification
Supplemental Information Knowledge, Skills, Abilities and Physical RequirementsAbility to:
  • Safely capture scared or aggressive animals.
  • Remain calm when faced with confrontation and provide excellent customer service.
  • Maintain a 30-minute response time to the shelter/call location for emergency after hours needs while on call
  • Understand and adhere to departmental policy, procedure, local ordinances, state laws and testify in a court of law.
  • Communicate effectively with the public, supervisors, and fellow employees, verbally and in writing.
  • Must be able to bend, stoop, and kneel on both knees, lift at least 50 pounds and tolerate cleaning chemicals, animal dander and hair.
  • Obtain Texas Animal Control Officer Certification within 6 months of hire date and maintain the certification
  • Obtain Humane Euthanasia Certification within 6 months of hire date and maintain the certification
  • Obtain Fear Free Shelters Certification within 6 months of hire date and maintain the certification

  • Tasks involve the ability to exert light to medium physical effort lifting at least 50 lbs. The position requires frequent walking and maneuvering into and out of vehicle frequently. Some tasks frequently involve driving, sitting, carrying, crouching, bending, stooping, kneeling on both knees, pushing/pulling and be able to tolerate cleaning chemicals, animal dander and hair. Occasionally fixed dexterity, reaching, handling and climbing is required. Requires the ability to make closely coordinated eye/hand movements within very fine tolerance and/or calibration demands; Must be able to work outdoors in extreme heat, cold or precipitation. The position requires constant walking and the ability to work 10-hour shifts.
