TITLE: PAYROLL AND HUMAN RESOURCES MANAGER
QUALIFICATIONS:
* Prior payroll knowledge and experience required; school district payroll experience preferred.
* Knowledge of Computer Solutions Inc. software preferred.
* Working knowledge of all payroll procedures and human resources functions.
* Experience with a human resources information system.
* Ability to manage multiple projects and tasks at one time.

REPORTS TO: School Business Administrator and/or Superintendent of Schools
JOB GOAL: To maintain a close and responsive relationship with the Administration and staff in order to maximize performance of the day-to-day routine, and work related to the efficient operation of payroll and human resource matters.
PERFORMANCE RESPONSIBILITIES:
* Processes semi-monthly payroll by collecting and reviewing all time sheets, entering and or updating pay-period data (salary changes, deductions, etc.), ensuring wages are appropriated to the respective accounts, prepare payroll summary report, remit direct deposit transmission, review payroll registers for accuracy, print and distribute payroll checks or direct deposit pay-stubs.
* Completes all unemployment claims, inquiries and reporting.
* Prepares and maintains all Federal and State filing reports (quarterly and annually), and the processing of W-2 and 1095 forms.
* Manages NJEA dues, credit union, tax shelters, pension enrollments and ACA reporting, along with all employee deductions.
* Maintains analysis of all receipts and disbursements within the Payroll, Agency, Summer Pay, Flex Spending and Unemployment Accounts for the Auditor, and maintain all other audit documentation necessary for completing the financial audit, inclusive of the compensated absences report.
* Researches, implements, and communicates to Administration and staff all regulatory changes affecting payroll policies and procedures.
* Initiates appropriate payroll correspondences as directed by the Board of Education.
* Creates and reviews all salary and health benefit reports needed during negotiations with the EPEA and EPAA. Assists with the preparation of documents and information necessary for the negotiation process with the EPEA and EPAA.
* Works in conjunction with the Superintendent's Secretary, to assist newly hired employees with the on-boarding process. Conducts new hire orientations, both group and individual, explaining options and benefits packages.
* Processes, in an accurate and timely manner, the monthly payments of health insurance premiums and associated enrollments as well as terminations.
* Verification of and entry of staff absences in Frontline.
* Process and monitor all Workers Compensation claims and file to use for completing the yearly PEOSHA report.
* Filing of the annual Chapter 44 State report.
* Assists employees concerning benefit matters including leaves of absences; FMLA, NJFLA, etc.
* Records employee information such as personal data, compensation and benefits information. Updates employee information. Examines employee files to answer questions from authorized individuals. May administer aptitude tests, answer phones, and perform other clerical functions.
* Coordinates and assists with implementation of specific district benefit programs for benefit-eligible employees. Consult, advise and act as liaison to employees, insurance carriers, health care providers and the hospital community at large. Analyzes and prioritizes workflow and serves as lead trainer for support staff.
* Assists Manager with annual Open Enrollment process and other special projects as needed. Originates and implements informational sessions. Maintains a high level of knowledge and skill regarding State and Federal laws and regulations governing employee benefits and how they pertain to benefit plans administration, e.g., ERISA, COBRA, HIPAA. Monitors administration of existing programs at the Benefits Center to assure compliance with federal, state, and other applicable regulations. Develops and maintains learning plan to ensure expertise through variety of reading, research, learning programs, seminars, etc.
* Administers Retirement Program, handles retirement paperwork.
* Demonstrates ability to take initiative and prioritize work load.
* Performs other duties as the Superintendent and/or Business Administrator may direct.

EVALUATION: Performance of this job will be evaluated by the Business Administrator.
