Job Description:

Allegheny Science & Technology is seeking an Application Support Engineer to join our development team, dedicated to maintaining and enhancing a web-based program/project management application. This position involves close collaboration with Senior Project Engineers, Program Analysts, and the Development Team to ensure the application's operational integrity and support key programmatic functions. The ideal candidate will be proactive, detail-oriented, and capable of managing multiple responsibilities in a fast-paced environment.

Duties and Responsibilities:

* Application Coordination: Assist Senior Project Engineers in managing the effective use and operation of the program/project management application. This includes overseeing change control processes, maintaining documentation, and ensuring compliance with software security protocols.

* Development Support: Work closely with the development team on gathering, prioritizing, and finalizing application requirements. Contribute to the creation and execution of test scripts, perform quality assurance and control, and validate system enhancements to ensure they meet the desired outcomes.

* Stakeholder Engagement: Serve as a liaison between Program Analysts, users, and the development team. Capture and communicate system requirements and issues to facilitate necessary modifications, address problems, and meet customer requests. Provide ongoing support to Program Analysts, offering troubleshooting assistance and answering system-related questions.

* System Monitoring and Reporting: Regularly review system performance, user accounts, and deliverables to ensure accuracy and functionality. Prepare monthly system metrics and status reports, ensuring that all deliverables have correct approval chains and necessary documentation. Proactively identify and address potential system issues before they impact users.

* Program Setup and Security: Support the preparation and setup of new programs, including creating templates, checklists, and ensuring that all planning activities are addressed. Monitor and manage security activities related to the PICS system, providing reminders and updates as necessary. Assist with the formal review of user accounts and system security measures twice a year.

* Help Desk Support and Requirements Gathering: Field help desk requests, ensuring that issues are resolved promptly and that the appropriate Program Analyst is notified. Work with customers and analysts to gather and prioritize new requirements, assess feasibility, and identify risks associated with proposed changes. Contribute to the development of time estimates for new tasks and participate in planning the priority of these items.

* Policy and Procedure Development: Assist in the creation and maintenance of policies, standards, processes, and workflows that align with DOE policies and Cyber Security regulations. Ensure that software asset management practices are followed throughout all stages of the software lifecycle. Contribute to the development of system documentation, user guides, and training materials to support users in understanding and utilizing the application effectively.

Required Qualifications:

* Bachelor's degree in a relevant field, or Associate's degree with 5+ years of experience in a high technology, engineering, or research environment.

* Strong knowledge of computer hardware and software, including their capabilities and applications.

* Proven experience in project management, particularly in environments that utilize CMMI Level 3 and ISO 9000:2015 standards.

* Proficiency in software/hardware asset lifecycle management, including planning, acquisition, deployment, monitoring, and disposal.

Desired Qualifications:

* Exceptional communication, interpersonal, and analytical skills, with the ability to engage effectively with a wide range of stakeholders, including senior-level government officials and private sector leaders.

* Previous experience working within a federal environment or with federal stakeholders, especially within the DOE or related research agencies. Familiarity with nuclear technology, international nuclear safety activities, and US interagency coordination is highly desirable.

* Ability to work independently while managing multiple priorities and meeting deadlines under pressure. Strong attention to detail, follow-through skills, and a high level of comfort with multitasking in a rapidly changing environment.

* Strong customer relationship management skills, with the ability to understand, track, and make informed decisions based on data across all functional areas. Experience with influence management, negotiation, leadership, and assertiveness is a plus.

* Extensive knowledge of Microsoft 365 (Outlook, PowerPoint, Word, Excel, MS Project, SharePoint), Team Foundation Server, Visio, and web browsers such as Google Chrome, Firefox, and Microsoft Edge.

Other Qualifications:

* US Citizenship is required.

* Candidates must be located within commutable distance to Bridgeport, West Virginia. This position will be mostly remote but will require onsite attendance a few times per month at minimum.

* Role may require occasional travel - less than 10% anticipated.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $80,000 - $120,000.
