The Application division of Information Technology performs specialized and complex tasks related to large system software applications, underlying databases and other applications specific to the area of assignment, balancing team, individual and organizational responsibilities with minimal supervision and established guidelines. Key Duties Include:
- Installing, upgrading, configuring monitoring, securing, maintaining and documenting software applications database management systems and associated hardware.
- Providing specialized technical expertise and user support necessary for the day-today administration and maintenance of specialized software.
- Supporting application acquisition, integration, development and a variety of county wide or department specific software applications.
- Research, recommend and conduct on-going training of staff which may including the use of training consultants, as approved.

Hiring rate depends on qualifications. This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any negotiated Cost of Living Adjustments (COLA). QualificationsClose to graduating? Whatcom County may consider provisional appointments for those not fully meeting minimum requirements but on a path towards becoming qualified. Requires a bachelor's degree in computer science, information systems, systems engineering, GIS or a related field AND four (4) years of progressively responsible professional information technology experience which includes: database administration, web administration, application support, application implementation and application development INCLUDING one (1) year of experience deploying, customizing and administering specialized large system software applications. OR Bachelor's degree in any field AND six (6) years progressively responsible experience as stated above AND one or more Certifications related to Whatcom County's current or planned/future computer applications environment. Required: Basic Experience:
- MS SQL Server.
- Documenting and diagramming technical systems.
Desired:Experience:
- Report writing tools such as SQL Server Reporting Services or Crystal Reports.
- Data mapping and migration.
- Operating current county standard Microsoft Office software.
- Web Content Management Systems.
- Writing PowerShell, Visual Basic, Java, and other contemporary languages.
- Have a driving record abstract that meets County standards and possess a valid driver's license at time of hire and throughout employment.
- Background check must meet County criteria for security sensitive positions at time of hire and throughout employment.
- Microsoft certifications desired.
- Must possess or obtain certification or training specific to the area of assignment.
- Must pass job-related tests.
- Depending upon area of assignment, may be required to be eligible to cross between United States and Canada.
