Job SummaryPerforms complicated and detailed appraisal/assessment work in the valuation of real property for tax assessment purposes to fairly distribute the property tax burden using the three approaches to value and mass appraisal techniques. Defends the Assessor's values through multiple appeal processes. Responds to questions from the public and provides information about State assessment and appraisal policies and procedures. Maintains effective working relationships and negotiates with tax agents, attorneys, and the public. Analyzes, interprets, and enforces all relevant Federal and State statutes and State tax policies and procedures in relation to Real property appraisal. Prepares and presents all types of real property appeals at all levels of formal hearings. Job ResponsibilitiesAppraiser I - Under direct supervision by the Chief Appraiser and Deputy Chief Appraiser:
  • Completes revaluations of neighborhoods, vacant land, agricultural designated parcels, improved single family and duplex residences, condominium properties, and mobile homes as assigned;
  • Performs physical inspections of properties within the county due to sales, new construction, demolition, historic property, property owner complaints or other conditions which may require inspection; takes photographs and determines structural type, materials used, quality of construction, and percentage of completion for new construction.
  • Compiles, organizes, and maintains real property appraisal data, including data collection of real property square footages and attributes, real property sales, determines sales validity, collection of construction cost data, computer sale reports, and other appraiser data collection necessary to complete valuations of residential single-family homes, condominiums, townhouses, and manufactured housing; vacant land, agricultural, and natural resources.
  • Assists the public with valuation/appraisal inquiries including explanations of Colorado Statutes, appraisal methodology and comparable sales data.
  • Verifies, analyzes, and inspects sales to determine the transaction type and condition of each property at the time of sale.
  • Processes taxpayer appeals; meets with property owners; explains mass appraisal valuation, appeal, and tax calculation processes; evaluates individual appeals to determine merit; calculates the amount of adjustment appropriate, if any
  • Represents the Assessor's Office and testifies during appeal hearings to the County Board of Equalization (CBOE) and Binding Arbitration; prepares detailed appraisal reports and testifies as expert witness at Board of Assessment Appeals (BAA) and District Court appeal hearings.
  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
Appraiser II - Under general supervision by the Chief Appraiser and the Deputy Chief Appraiser:
  • Performs physical inspections of properties within the county due to sales, new construction, demolition, historic property, property owner complaints or other conditions which may require inspection; takes photographs and determines structural type, materials used, quality of construction, and percentage of completion for new construction.
  • Compiles, organizes, and maintains real property appraisal data, including data collection of real property square footages and attributes, real property sales, determines sales validity, collection of construction cost data, computer sale reports, and other appraiser data collection necessary to complete valuations of residential single-family homes, condominiums, townhouses, and manufactured housing; vacant land, agricultural, and natural resources.

  • Provides field inspection training and assistance to Appraiser I & II positions. Provides coordination, direction, and technical assistance to Appraiser I & II positions for purposes of completing reappraisals of specifically assigned economic area groups in accordance with the State of Colorado statutory appraisal guidelines and State audit requirements.
Minimum Qualifications, Knowledge and SkillsThis position follows a sequence:
  • Appraiser I
    • Bachelor's Degree required from an accredited college or university or equivalent combination of education and experience. In lieu of the required degree, twenty one (21) semester credit hours in courses identified by The Appraiser Qualifications Board (AQB); or must have completed the prerequisite creditable appraisal courses as specified by the Appraisal Qualifications Board (AQB) as being necessary to obtain a Certified Residential Real Property Appraisal License.
    • Must possess State of Colorado Appraisal license within 2 years of employment which includes 150 hours of qualifying education and 1000 hours of experience documented in the State of Colorado approved experience log and passing the Licensed Residential Real Property Appraiser State examination.
    • Must possess a valid Colorado Driver's License and acceptable Motor Vehicle Record.
  • Appraiser II
    • Bachelor's Degree required from an accredited college or university or equivalent combination of education and experience. In lieu of the required degree, twenty one (21) semester credit hours in courses identified by The Appraiser Qualifications Board (AQB); or must have completed the prerequisite creditable appraisal courses as specified by the Appraisal Qualifications Board (AQB) as being necessary to obtain a Certified Residential Real Property Appraisal License.
    • Must possess a Licensed Appraiser, Certified Residential Appraiser or higher level of licensure.
    • Must possess a valid Colorado Driver's License and acceptable Motor Vehicle Record.
  • Appraiser III
    • Bachelor's Degree required from an accredited college or university or equivalent combination of education and experience. In lieu of the required degree, twenty one (21) semester credit hours in courses identified by The Appraiser Qualifications Board (AQB); or must have completed the prerequisite creditable appraisal courses as specified by the Appraisal Qualifications Board (AQB) as being necessary to obtain a Certified Residential Real Property Appraisal License.
    • Must possess a Certified Residential or Certified General Real Property Appraisal License and two full re-appraisal cycles for a total of 4 years appraising in the Assessor's office.
    • Must possess a valid Colorado Driver's License and acceptable Motor Vehicle Record.
Knowledge Of:
  • Real state appraisal methodology including both individual properties as well mass appraisal techniques.
  • Knowledge of existing real state laws, statutes, the ARL (Assessor's Reference Library), ad valorem valuation and taxation and basic construction methods and materials.
  • Basic math skills, including algebra.
  • Research methods and techniques.

Physical Demands and Working Environment
  • This job is performed in a typical office environment and field work is required in both indoor and outdoor settings.
