Franklin StHOURS OF WORK: Generally, Monday-Friday, 7am-3pm, subject to overtimePOSITION SUMMARYUnder general supervision of the Electric Distribution Supervisor and Lead Lineworkers.Perform a wide range of electrical repair, maintenance, and installation duties on transmission (69 kV) and distribution (4 & 12 kV) systems and work to safely provide and maintain residential, commercial, and industrial lighting and power requirements. Duties involve working normally scheduled hours, afterhours in event of emergencies, and scheduled overtime, as well as callout and paid standby duty. Work from orders issued by the Electric Distribution Supervisor or designee. Use plans, diagrams, drawings, maps, electronic devices; work from manufacturer's instructions and manuals; consult with higher supervision as necessary. Advise, assist, and train lower class and fellow lineworkers, ground crews, meter tech, and others. Perform work of all lower class lineworkers.Use a variety of hand, portable power, specialty, and hydraulic tools and equipment; required to use various safety devices for climbing and performing work. Climb poles and ladders; work on platforms, from free climbing equipment, aerial lift devices, and in sub-grade/confined spaces. Properly operate digger derricks for various tasks including drilling holes, setting poles, and lifting equipment. Perform related work to assist in construction and maintenance at electric substation and generation facilities along with street lights and traffic signals throughout the Borough and surrounding townships.Duties involve the repair, installation, and maintenance of complicated or complex transformers and hook-ups, feeders, switches, underground primary/secondary, and other electrical service equipment; erect platforms and related construction together with various supports, insulators, and cable; position and connect transformers and other service equipment. Bend, splice, and make all types of cable connections. Regularly work on energized distribution and secondary conductors and components utilizing all standard safety measures. Install and maintain overhead and underground fiber cables whether lashed to messenger or ADSS. Participate in and lead routine safety tailboards and meetings; raise questions and concerns to assure adequate safety plans are in place.In the event of difficulties or unusual conditions, consult with management, engineers, or others as necessary. Respond to and effectively address all types of emergencies. Safely perform difficult and hazardous work. Report to proper supervision any unusual or extreme conditions. Ensure use of safety devices, utmost caution, and ample protection of work areas for self and fellow crew members, including properly setting up and maintaining work zones to protect and control traffic, the public, and employee's safety.Use and maintain tools and equipment in a prescribed manner and condition. Initiate requests for new tools or replacement of defective tools. Properly account for all materials used on the job to include measuring all wire and cable and reporting footages as needed. Keep abreast of latest methods and techniques, equipment and tools, first aid, and other requirements essential to safety, cost-effectiveness, and performance. Perform tasks to support the Borough as a whole including work on downtown electrification, decorations, and within other Borough facilities. Perform other duties as assigned or directed.This position is designated as a safety-sensitive position.REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES) Must have a valid Class B Commercial Driver's License and have had a clean driving record for no less than three (3) years prior to hire. Within the probationary period must obtain an operator's license of classification- Class A CDL with air brake endorsement. Have or obtain current CPR/AED/First Aid certification within the first six (6) months of employment. Residency requirement - Must take up residency within 45 driving miles of Borough Hall within 1 year of hire date and remain residing within the designated area while employed. Experience and ability to safely operate various associated equipment and tools to include bucket truck, digger derrick, hydraulic tools, aerial lift, forklift, etc. Must have successfully completed: Electrical Worker PPE and Required Safety Training Intermediate Electric Theory Instruction (Borough or other) General Meters/Services/Reading Climbing and Basic Lineworker's Instruction Intermediate Rubber Glove School (or equivalent) Underground (URD) School with experience making terminations Completed or enrolled in Unit 2 self-study module (TVPPA correspondence course or equivalent). Minimum 2 years experience in electrical linework with a minimum 1 year in Lineworker C (or equivalent work experience). Must possess excellent communication, interpersonal and customer service skills, including but not limited to, communicating effectively and professionally with co-workers and the general public; Ability to use all Borough databases and programs to perform the essential functions of the job, including but not limited to Borough email; Excellent knowledge of safe work practices and safety regulations and the ability to model and comply with them; Must possess the ability to work independently with little supervision in a team environment; Must be able to understand and effectively carry out verbal and written instructions and to issue verbal and written instructions clearly and succinctly; Good judgment; Good physical condition to complete all job tasks. If a candidate exceeds these requirements to the level of a higher classification, then the department head may hire them in at a grade and pay commensurate with their level of experience and training. Position is preparatory to eventual progression to Lineworker A. Advancement is at the discretion of management and conditional on completing mandatory lineworker training. Appropriate training will be made available for the expected advancement.
