The Aquatic Recreation Program Specialist - Pool Manager position may fulfill the duties of lifeguard, cashier, instructor, and/or manager. They are responsible for ensuring the safety of aquatic facility patrons by preventing and responding to emergencies and manage the staff response to emergencies. Make regular inspections of the pool and its equipment to assure that their condition is safe and sanitary. Responsible for oversight of and ability to perform POS register operation, following the City of Raleigh cash handling procedures, balancing daily revenues, assisting in answering the telephone, handling guest requests and comments, handling admissions, memberships sales, and program registrations through several computer applications. Able to retain information about site amenities, fees, and directions to meet the needs and questions of park patrons and perform general duties as required. Position involves physical movement, working in an indoor and outdoor setting in all types of weather. Responsible for the complete operation and administration of the pool with a direct report to the full-time Aquatic Facilities Supervisors.
Work Hours and Location:
This position works a combination of night, weekend, and occasional city holiday shifts with flexibility required to provide facility coverage. Hours will vary based on rotations with full time staff and after-hours coverage as needed/assigned. This position may be asked to work at other City of Raleigh Aquatic facilities as needed.
This role works 30 hours per week as a Permanent Part-Time position and contributes to the Local Governmental Employees' Retirement System (LGERS) at a 6% employee contribution and is additionally eligible for participation in 401k/457 plans.
* Provide proper surveillance of facility and patrons.
* Enforce all aquatic facility policies, rules, and regulations.
* Ensure the safety of aquatic facility participants, spectators, and staff by recognizing and responding to provide first aid and lifesaving care in case of injury or sudden illness.
* Report unsafe/unsatisfactory conditions and behaviors to the supervisor.
* Identify hazardous conditions and eliminate or minimize them to ensure safety.
* Maintain a clean, neat, and organized pool area.
* Perform routine custodial care and maintenance to facility and pool i.e., vacuum; pick up trash, hanging lifejackets, etc.
* Inspect the facility on a daily schedule places equipment on the pool deck in preparation of daily operations.
* Attends and participates in assigned meetings, trainings, orientations, and evaluations.
* Exercise regularly to maintain fitness level (strength and endurance).
* Calls swimmers out of water during electrical storms and/or torrential rains.
* Keeps water clean by testing, adjusting chemical balance and maintains chemical logs.
* Maintains responsibility for accurate completion of accident reports.
* Complete the supervisory daily/weekly and other scheduled tasks and ensure. subordinate staff satisfactorily completed their daily/weekly and other scheduled tasks.
* Oversee lifeguard rotations, positioning, and coverage.
* Oversee the job performance of all staff on duty including Lifeguards, Cashiers, and Instructors.
* May assist in the training of new employees.
* Supervising and evaluating staff performance (based on assignment).
* Establish and maintain effective relationships with staff and the public, including rule
* enforcement, tactfully and courteously with a commitment to superior customer service.
* Assists users of the aquatic facility by providing information related to regulations and standards of conduct.
* Assist in managing facility oversight including opening and closing procedure, cash handling, reporting.
* maintenance issues and safety hazards, and preparing space for programs.
* Be available to lifeguard, cashier, instruct and/or manage as needed.
* Retain information about site amenities, fees, and upcoming programs and events to meet the needs of aquatic patrons.
* Manage program registrations & POS in accordance with City cash handling procedures and guidelines.
* Assist as needed in preparing daily deposits, payroll, activity, and attendance reports and ensures safety protocols are followed.
* Remain current in all required certifications and trainings. Including but not limited to American RedCross Lifeguarding, Frist Aid, CPR, Pool and Hot Tub Association Certified Pool Operator and Wake County Pool Operator certifications. (once acquired)
* Operate aquatic facilities according to applicable federal, state, and local laws, codes, regulations.
* Responsible for additional similar or like duties as assigned.
Applicants for this position should be well-rounded, organized, self-starters. Thorough knowledge and application of aquatic facility management and lifeguarding surveillance and rescue techniques. Applicant must understand facility characteristics, rules, policies, and procedures. Must be enthusiastic about working with all populations, display personal maturity, have great communication and customer service skills, and have confidence in dealing with conflict resolution. Ability to speak, write, etc. in English fluently. Bilingual ability is helpful but not required. Consistently communicate through multiple devices such as phones, computers, and radios with patrons, co-workers, and supervisory staff. Applicant must have access to reliable transportation to commute to the facility or facilities served. Applicant must be at least 18 years of age to apply and have at least 9 months of experience in the aquatics field.

Applicants will demonstrate a concern for and awareness of all established safety protocols, for themselves, their colleagues, and the public. Knowledge of or the ability to learn and utilize recreation management software (RecTrac). Training provided by City of Raleigh. Applicants must be able to demonstrate skills in cash handling, computer applications; POS register operation, and complete basic math calculations
for filling out deposits, timecards, and other paperwork. Applicants must be able to follow written and verbal directions and be able to communicate clearly both verbally and written.
Licensing and Certifications
Must have current:
* American Red Cross Lifeguard Training and First Aid certification
* American Red Cross CPR for the Professional Rescuer
* [American Red Cross preferred; other agencies acceptable upon review].
Preferred Qualifications
* National and Wake County Pool Operator Certification Required within 6 months of hire.
* American Red Cross Water Safety Instructor
* American Red Cross Lifeguard Instructor
ADA and Other Requirements:
Positions of this class typically require stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions. This position requires full use of arms and legs to operate equipment, climb stairs, and assist with emergencies.
This position involves independent physical movement and works in both indoor and outdoor settings in all types of weather. This role requires a significant amount of time in a guest facing environment.
