The Chief, Architecture Compliance Division (ACD) will lead the assessment of the Intelligence Community's (IC) compliance with the IC's information technology (IT) architecture in support of the IC information environment (IE). Compliance efforts will address IC element adherence to the architecture, and measure the architecture's effectiveness of enabling the IC's future-state mission capabilities and delivery of an integrated, secure, resilient, and reliable information technology across the IC. Areas of focus will include compliance with IT architecture that enable an integrated multiple cloud environment, mutually supportive cybersecurity solutions, including the adoption of zero trust principles, and cutting-edge technologies such as artificial intelligence.

The Chief, Architecture Compliance (ACD) will provide leadership, facilitation, analysis, and design tasks for the evolving IC IT compliance framework and the ACD team in developing standards, guidelines, and metrics for the IC's evolving IT architecture.

The Architecture and Integration Group (AIG) plans, organizes, coordinates, directs, and implements EA, systems engineering, and compliance and integration practices to foster a secure, interoperable, accessible, and effective IC IE. Through understanding and interpretation of complex IT investments, AIG helps stakeholders identify current and future enterprise IT needs, detect critical gaps to inform future planning, and ensure IC IT architecture compliance. In addition, AIG helps drive information sharing with international partners.

• Must be a U.S. Citizen residing in the United States.
• Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• A two-year trial period is required for all new permanent appointments to the ODNI.

• Expert academic background/professional knowledge of theories, concepts, principles, and methodologies of an engineering or technology architectural discipline sufficient to prepare, provide, and evaluate conventional plans, designs, design specifications, and related documentation.
• Expert program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.
• Superior facilitation and negotiation skills, including the ability to prepare unbiased system assessments, recommendations, and plans when analytic views differ among organizations.
• Superior oral and written communication skills, including an expert ability to lead, plan, and direct major acquisition programs and communicate effectively with people at all levels and from different organization cultures.
• Expert organizational and interpersonal skills and a superior ability to plan and lead negotiations, consensus building, and effective teams/collaborative environments.
• Superior ability to lead the development of consensus recommendations and to solicit input from colleagues and peers; proven ability to remain open-minded and change opinions on the basis of new information and requirements.
• 5 years of experience leading the measurement, design, and/or architecture's effectiveness in enabling delivery of capabilities.
• 5 years of experience leading the integration of users feedback into product development lifecycle.
• 5 years of experience leading the cleansing and transforming of data sets.

Bachelor's degree.

This position is eligible for the ODNI GSIT pay scale, which ODNI is currently offering for permanent and staff reserve employees in specifically designated IT-related occupational series that generally aligns to the OPM Information Technology Management Series 2210.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
