Job Description:
Job DescriptionPrimary PurposeThe Area Construction Manager is responsible for overseeing the constructability of design and plans developed during design and prior to contractor site mobilization and has a focus on a specific area of the project. The Area Construction Manager will also have some responsibilities for the definition and implementation of temporary facilities on site. The Area Construction Manager will relocate to site in Baja Mexico prior to contractor mobilization. During site mobilization, the Area Construction Manager have responsibilities for the construction and commissioning of temporary facilities. After mobilization to site, the Area Construction Manager is responsible for the construction management of a primary element of the project scope of work, monitoring/providing feedback on the EPC contractor's day to day construction activities, ensuring work flow with site permits and ensuring that Project is constructed in accordance with all applicable permits and codes/standards the Verification Unit has full access to perform their function as needed. The Area Construction Manager will draw on other internal, Owner's Engineer or other third party resources to provide specialists as required to address conflicts, technical specialty questions and any other construction issues that arise. Many of the specialists will rotate to support commissioning and start up once mechanical completion has been achieved. This position initially reports to the Project Manager and is located in the Contractor office during the engineering phase and transition to the project site prior to Contractor mobilization. This position will ultimately report to the Project Construction LeadDuties and Responsibilities
  • Works with Site/Project Manager, Project engineering and HSSE teams to address safe design constructability to ensure the agreed sequential work is installed in a cost-effective manner.
  • Provides procurement with the requirements for administration of the site office and site activities.
  • Ensures contractor has in place necessary site labor agreements and is in compliance with required labor laws.
  • Monitors and supports owner controlled insurance programs as applicable.
  • Oversees and manages contractor(s) construction activities to ensure compliance with the EPC contract, applicable permits, site regulations and construction safety program
  • Provides necessary coordination and acts as liaison with start up and commissioning team to transition from plant commissioning and startup to plant operations.
  • Reviews, monitors and tracks construction schedule and progress and ensures overall project schedule compliance
  • Reviews and authorizes validity of contractor payment application
  • Reviews and recommends resolutions regarding contractual disputes between owner and contractor
  • Provides input to project weekly and monthly construction progress report
  • Participates in regular contractor construction meetings
  • Ensures safe efficient turnover of plant to Commissioning and Start-up at mechanical Completion
  • Coordinates with Commissioning and Start-up Manager and engineers to facilitate start-up of the project in accordance with operations agreed system turnover plan and plant performance testing and expectations.
  • For the relevant project, manages the owner construction staff required for the project consisting of direct hires, contract employees and consultants and contractors.
  • Ability to assist as needed to assist with community relations matters
  • Manages compliance with proper and manufacturer required storage/preservation requirements
  • Ensures safe and secure heavy haul & heavy lift program for all transported equipment to and within the site
  • Assists with the receipt, tours and presentations for site visitors both internal and external.
  • Assists as required to ensure that project documentation including turnover packages, as builts, redlines etc. are completed properly.
QualificationsQualificationsEducation
  • Bachelor's Degree Engineering or other technical discipline. Required
  • Master's Degree Engineering or other technical discipline. Preferred
Experience
  • 10+ years of experience managing major mechanical construction projects including the construction of LNG, Oil Gas, and energy infrastructure projects. Required
  • Experience with brownfield projects Preferred
  • Background in management or construction of energy infrastructure projects. Preferred
Skills and Abilities
  • Must possess knowledge and understanding of environmental requirements, construction practices/techniques, construction contracting, labor contracts and rules, and project controls and scheduling.
  • Experience in monitoring contractor's QA/QC performance.
  • Detailed knowledge of environmental and safety matters as they relate to the energy industry.
  • Must be detail oriented, analytical and computer literate.
  • Self-starter with proven leadership abilities, strong interpersonal skills and problem-solving abilities
  • Ability to align with the strategic direction of the company
  • Demonstrated project management skills
  • Strong negotiation skills
  • Team player with demonstrated ability to work with, influence and manage a team to get results.
  • Strong communication skills, both written and oral.
  • Proficient computer skills including project management, spreadsheets, database, word processing, and presentation software.
  • Strong knowledge of engineering and construction standards, materials, and companies/vendors processes.
  • Ability to manage scheduled field work and budgets
  • Bi Lingual - English/Spanish
Licenses and Certifications
  • Professional engineer's registration. Preferred
