The Army ROTC Early Commissioning Program (ECP) Operations Manager is responsible for the day-to-day administrative management of all Early Commissioning Program commissioned officers attending Syracuse University. The position will also serve as a liaison to the Syracuse University Admissions department and external Military Junior Colleges with the intent of facilitating a smooth transition for Early Commissioning Program officers from their Military Junior College to Syracuse University.
Education and Experience
* Bachelor's degree preferred or equivalent experience.
* Experience with US Army officer accessions process desired.
Skills and Knowledge

* Experience and skill with developing relationships with external organizations.
* Proficiency in Microsoft office suite.
* Familiarity with reading and understanding US Army regulations.
Responsibilities
* Responsible for managing the daily management of 50+ ECP officers enrolled in Syracuse University (SU) that includes the daily accountability during morning physical fitness sessions conducted three times per week during the academic year.
* Manages the ECP academic progression, scholarship processing & requirements utilizing Syracuse and US Army academic progression tracking systems with the goal of ensuring student success.
* Prepare and manage the preparation of ECP accessions packets, and with the input of all accession's packets within Cadet Command Information Management Module (CCIMM) ensuring compliance with US Army Cadet Command guidance.
* Integrate and liaise with SU admissions office on the recruitment of ECP officers from Military Junior Colleges across the United States. Ensure all administrative admissions requirements are met, student expectations are outlined, and quality control measures are adhered to prior to admittance.
* Liaise with Military Junior College ROTC programs to provide information about expectations for prospective ECPs aspiring to attend SU
* Liase with and manage the administrative hand off of ECP officers from the admissions team (admissions process) to the Syracuse Army ROTC program.
* Provide the PMS with weekly status updates on prospective ECPs.
* Coordinate with prospective ECPs, their Military Junior Colleges and assigned National Guard / US Army Reserve Units to complete the Memorandum of Understanding prior to arrival on campus.
* Coordinate with Military Junior Colleges to ensure ECPs attending SU have satisfied all requirements to earn and have earned a commission in the US Army.
* Coordinate with the ECP's National Guard and US Army Reserve unit leadership for administrative tracking to include medical issues, administrative delinquencies, and the completion of US Army obligations.
* Manage the ECP transition compliance to SU with signed and approved Memorandum of Understanding.
* Interpret and apply Department of the Army (DA), Training and Doctrine Command (TRADOC), and U.S. Army Cadet Command (USACC) regulatory and policy guidance, and previous precedent related to ECP students and actions.
* Provide regulatory compliance information and updates to the PMS and ECP students.
* Provide timely guidance and administrative support on ECP Management through personnel management systems including CCIMM and the Integrated personnel and Pay System (IPPS-A).
* Manage the preparation and submission of CCIMM data and ECP administrative reports in a timely manner meeting required submission timelines.
* Maintain positive, helpful demeanor with internal and external customers and treat all customers with dignity and respect.
* Provide the PMS weekly status updates of administrative requirements for ECPs.
* Prepare and manage all required ECP scholarship documentation.
* Manage the Financial Payment report in conjunction with Army ROTC Human Resource Assistant for the PMS. Verify proper payments including scholarship payments (tuition and fees, or room and board), stipend(s), and book payments.
* Manage the onboarding of ECP officers to assist in their transition from Military Junior College to Syracuse University.
* Utilize the CCIMS, SU's MySlice & Degree Works to manage and track ECPs progress.
* In conjunction with Syracuse Army ROTC staff, manage the routine counseling process between ECPs and the Professor of Military Science (PMS).
* Facilitate and manage ECP pay inquiries and resolve ECP pay discrepancies to prevent potential student financial hardship; process appropriate pay inquiries or coordinate with ECP and their assigned unit to process inquiry.
* Manage the US Army Officer Accessions process IAW US Army Cadet Command Accessions Circular and US Army Accessions regulations for all ECPs, including reviewing, updating, and verifying the accuracy of accessions management sheets.
* Assist the PMS in the preparation and submission of ECP Disenrollment packets.
* Maintain accountability of all ECP documentation and manage each student file.
