DUTIES AND RESPONSIBILITIES
- Prepares APRA work plans, budgets, resolutions, contracts, and other necessary documents required for the successful execution and implementation of grant and project/program activities.
- Completes all required due diligence activities necessary to implement ARPA projects/programs in compliance with federal regulations.
- Works in partnership with subrecipient agencies that receive federal funding to ensure timely contract documents and payment request submission to the City.
- Facilitates communication within and between City Departments and sub-recipient agencies to ensure eligibility and proper documentation of ARPA projects/programs.
- Communicates concerns and questions to and from City Departments and subrecipient agencies and actively works toward resolution.
- Develops a clear process for tracking and reporting on assigned projects/programs.
- Analyzes, synthesizes, and interprets demographic, housing, economic, and development data; prepares relevant reports as necessary; uses information to make recommendations on program priorities.
- Responsible for interpreting program and regulatory requirements to subrecipient agencies and stakeholders as necessary.
- Manages and oversees complex and multi-faceted projects/programs, and acts as liaison to City Departments and subrecipient agencies as necessary.

MINIMUM ENTRANCE REQUIREMENTS
- Bachelor's degree in Social Sciences, Business Administration, Public Administration, Economics, Finance, Mathematics or a closely related field.
- Minimum of one (1) year of progressively responsible public grant implementation and/or management experience.
OR
- Three (3) years of private-sector financial contract oversight.
- Experience may be substituted for education on a year-for-year basis.
SUPPLEMENTAL INFORMATION
- Knowledge of federal programs and regulations and the ability to analyze and interpret regulations and implement programs within the regulatory framework.
- Knowledge of the form and content of legal documents such as contracts, leases, deeds, and related documents.
- Ability to operate technical database programs, such as BS&A or comparable financial Management Information Systems (MIS) applications or programs.
- Ability to operate Microsoft Office Suite programs.
- Ability to learn, retain, and apply complex information, terminology, policies, and procedures.
