Job DescriptionPurpose:Reporting to the Chief Growth Officer, serving as deputy with wide latitude of independent judgment and initiative, plans, develops, coordinates and monitors the strategic, administrative, clinical and financial aspects of all ambulatory care operations and South Brooklyn Health wide growth initiatives. Responsible for the execution and delivery of short- and long-term planning of services, operations, transformation, and communication in collaboration with facility wide leaders. This leader will build and inspire teams at existing and new ambulatory operations who can successfully deliver on established goals related to clinical excellence, access, safety, care experience, quality, population health, financial sustainability, and growth. The Associate Executive Director will be a relationship-oriented leader who continually focuses on engagement with patients and families, physicians, and staff. The AED, will build strong partnerships and alignment with community groups and leaders, physicians and physician leadership, and key leadership both locally and across the system, as well as, expected to step in and assume other leadership roles as the affiliation evolves. The AEDs direct reports are comprised of divisional directors, project managers, and administrative support staff.Specific Duties and Responsibilities: The Associate Executive Director is responsible for:1. Oversight of all Ambulatory and Growth Operations, leadership and execution2. Creation and implementation of the Ambulatory Care Strategic Plan, Master Plan and Facility Wide Growth Plans prioritizing but not limited to optimal access to care, quality, safety and outcomes, population health, care experience, financial sustainability, staff and community engagement, and facility/department wide initiatives as assigned3. Internal relationships with medical and clinical leaders for strong collaboration to ensure system, facility and department goals are met. Represent executive and department leadership to providers in regular meetings and daily interactions. Proactively identify concerns and issues, and partner with the Chiefs and Chairs for appropriate resolution4. Employee Communication and Engagement: Regularly meet with SBH, system leadership and staff to improve communication and build productive relationships. Continuously communicate to staff the importance of the patient experience, quality of care, and sound financial performance, and champion successes and priorities for improving performance in meeting and exceeding patient and customer expectations5. Facilitate Internal and External partnerships across departments, all forms of leadership, affiliates and suppliers in developing research, educational, and clinical programs, services and initiatives to anticipate future customer needs, build customer loyalty and generate profitable growth. Support the Chief Growth Officer in implementing organizational changes as needs evolve. Drive operational integration of programs by ensuring alignment of communication to SBH leadership6. Support Business Development, Affiliation and Marketing in partnering with affiliates to develop mutually beneficial clinical and operational programs7. Partner with owned and affiliated facilities in areas of access and program development, clinical collaboration and network development8. Build productive business partnerships and relationships with the community. Participate in community activities as appropriate9. Ensure all Department patient care related processes deliver high quality and efficient care to patients and their families. Ensure all Department facilities and environments of care are clean, safe and patient friendly. Ensure all outsourced services meet agreed upon service standards in support of all patient care processes. Support the creation of clinical effectiveness targets, improvement plans and reporting systems to ensure the delivery of high quality, effective and efficient patient care. Ensure that teams and individuals have the clinical, information and organizational tools to serve patients and customers effectively and efficiently. Oversee academic pursuits in research and translational efforts. Monitoring of data and Quality Measure Dashboard, data analytics and follow up10. Oversee financial management of physician revenue generation, third-party regulatory compliance through application of standardized financial counseling. Oversee physician services cost analyses focused on identifying and managing physician productivity and product management. Facilitate open sharing of physician productivity data. Develop and provide access to statistically valid benchmarking data. Oversee financial modeling of clinical practice performance. Provide decision support tools and analytic support through use of CPT data. Direct multi-complex organizational and financial problem-solving as it relates to physician services productivity, reimbursement, ICD, CPT and HCFA coding compliance documentation and site-specific professional, technical and global fee billing. Perform impact analysis of actual or proposed changes in payment methodologies (i.e., APC, MAPS, RVU updates, fee schedules). Develop and participate in the analysis and evaluation of strategic business plans, feasibility studies, market assessment, marketing plans, data gathering, and presentation of written reports on prospective new clinical programs and opportunities for enhanced professional and diagnostic revenue11. Regulatory Compliance ensure all areas of accountability are compliant with all federal, state and local regulatory standards and requirements, including Joint Commission, Department of Health, funding agencies, FDA, HIPAA, HCFA, DPW, department specific NIH guidelines, and others. Manage insurers' QA Audits and represent Department with any necessary response. Review, implement and ensure compliance of regulatory and legislative changes for all third parties12. Continually assess operating procedures and act to ensure on-going quality improvement. Plan, monitor and manage the operations budget to ensure achievement of operational and financial goals. Manage all space planning efforts to ensure that efficient use of all clinical, research and administrative space is utilized. Oversee the efficient, effective flow of materials to continuously improve the delivery of quality patient care and customer satisfaction. Ensure effective utilization of materials, staff and financial resources13. Proactively develop and implement change management strategy for major organizational activities and events in alignment with SBH objectives. Ensure communication plans are effectively implemented with appropriate follow-up. Manage routine and crisis communications throughout the department/entity/community as they arise14. Establishes and manages operational performance metrics 15. Liaison for all internal and external stakeholders helping establish priorities and ensure accountability 16. Coordinates the preparation of personnel, supply and equipment budgets for ambulatory care services17. Regularly communicates with the Chief Growth Officer, Chief of Ambulatory Care and Director of Nursing on daily operations18. Personnel management including structure and staffing plans19. Capital Planning and management from concept/design to active operations20. Oversees the leadership and operations of the managed care and referral department. Manages internal referral patterns to ensure maximization of system patient capture. Develops and manages external provider relationships with a goal of increasing incoming ambulatory and procedural referrals as well as inpatient admissions21. Policy and procedure management for the entire department22. Submission of regulatory monitors or other legal requirements23. Central liaison for ACLC24. Grant oversight and planning. Minimum Qualifications1. A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,2. Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,4. Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
