Job Description

Purpose:

The Associate Executive Director of Perioperative and Procedural Areas will be responsible for the management and operations of perioperative and all procedural areas. The included departments and areas are, Operating Rooms, post-anesthesia care unit (PACU), Gastrointestinal, Neuro-Intervention, Interventional Radiology, Cardiac Cath, Ambulatory Surgery, Central Sterile, anesthesia services and Surgical Supplies. The candidate will collaborate with department leaders, clinical and non-clinical, to ensure the safe, efficient, and effective delivery of care for our patients. The candidate will bring experience and a “we can do that” attitude, while fostering collaborative relationships across all disciplines. The candidate will collaborate with the Chair of the Department of Surgery and other Chairs and Chiefs of Service and oversee the Director of Nursing for these services to optimize performance standards and monitoring key performance indicators, OR schedules, inventory management, billing management, and overall quality and safety. The role will be a key leader within the Nursing department, collaborating frequently with the Biomed and Supply Chain teams.

Specific Duties and Responsibilities:

  • Provides strategic, administrative, operational and financial accountability for planning, management, staffing, coordinating, and controlling functions and activities in the perioperative and procedural service areas.
  • Articulates an understanding of the nursing and business processes, interdisciplinary collaboration, customer service, patient/family satisfaction, staff wellness and education, quality, and continuum of care concepts.
  • Oversees 24-hour operations of all perioperative and procedural areas, including 8 operating rooms, 4 endoscopy procedure rooms, 2 Neuro-Interventional/Interventional Radiology rooms, 1 Cardiac Cath Lab, Sterile Processing, PACU, and pre- and post-operative units.
  • Systematically evaluates the quality and effectiveness of nursing and patient care practices to ensure operational effectiveness, patient safety, and compliance with regulatory standards.
  • Facilitates the development of interdisciplinary outcome standards and clinical protocols to facilitate optimal patient outcomes and satisfaction.
  • Supports and facilitates activities promoting service and interdisciplinary teamwork and models service standards for patient, family, staff, and other community member interactions.
  • Plans, implements, and regularly evaluates performance improvement initiatives across clinical and operational responsibilities.
  • Participates in and fosters staff engagement in education, wellness, and research practices, supporting evidence-based activities.
  • Initiates and sustains structure standards for all areas of responsibility and establishes leadership accountability and strategic development of personnel.
  • Leverages labor, financial, and clinical data to evaluate staffing patterns and planning to optimize discharges, procedural volume, and turnaround time and assists clinical leaders in evaluations of such.
  • Leads the development of capital budget submissions and participates in capital planning for all areas of responsibility in collaboration with clinical leaders and administration.
  • Participates in hospital committees and projects as assigned or as appropriate.
  • Provides support and guidance for recruitment and retention through advocacy and collaboration with HR and Nursing leaders.
  • Establishes operating budgets with collaborative stakeholders and clinical leaders for personnel and other than personnel expenses, maintaining budgetary controls and indicators to support productivity, inventory management, etc. standards and reporting.
  • Establishes and maintains processes to ensure and maintain the competency and appropriate utilization of staff.
  • Demonstrates visibility, accessibility, and effective communication that convey a strong sense of leadership and support for staff.
  • Participates in the strategic and financial planning for areas of responsibility and utilizes data to make strategic recommendations to the executive leadership team.
  • Leads efforts to expand access and optimize management of procedural schedules and procedure room and supply utilization.
  • Supervision of ordering and inventory management for all assigned services and partnership with materials management department as necessary.
  • Standardization of procedure supplies and specialty items through Value Analysis Committee membership and leadership, including the alignment of preference cards.
  • Establishes and maintains processes to complete performance evaluations and compliance standards for self and all staff within areas of responsibility.
  • Demonstrates the values of professional nursing, the system ICARE values, and leads the execution of an environment featuring both.
  • Promotes and implements processes to facilitate appropriate, culturally sensitive, and ethical care for patients of all ages, genders, races, ethnicities, and abilities.
  • Aligns with the mission, vision, and strategic plan of the Nursing Department, South Brooklyn Health, and NYC H+H.
Minimum Qualifications
  • A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,
  • Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,
  • An equivalent combination of training, education and experience in related fields and educational disciplines; and,
  • Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
