Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to those experiencing persistent economic hardship in the Adams Morgan and Columbia Heights neighborhoods of Washington D.C. Jubilee operates properties totaling 465 units of affordable housing, with another four properties and 120 units under development, and offers robust programming for residents and community members pursuing life goals.

Jubilee's model of Justice Housing is affordable to those with the fewest financial assets, located in neighborhoods where resources such as good schools, grocery stores, and public transportation are readily accessible, and near services that support residents as they pursue educational and career attainment.

Position Description

The Asset Manager will assess Jubilee Housing properties to ensure they are financially sound and comply with contractual, regulatory, and statutory requirements. This person will provide oversight of the Property Management Division and will also collaborate with all Jubilee Housing departments including Executive, Real Estate Development, and Finance in an effort to optimize property performance. Furthermore, the Asset Manager will stay abreast of industry trends and financial opportunities to position Jubilee Housing to be a sustainable organization and a leader in the field of Affordable Housing.

Specific Duties

  • Oversee and manage Jubilee Property Management division to ensure high quality and on-budget operations.
  • Utilize systems such as accounting systems to enhance Jubilee Housing's real-time reporting and analytical capabilities.
  • Obtain leadership approval for certain property expenditures.
  • Develop reports and/or a dashboard to analyze the performance of Jubilee Housing's portfolio.
  • Manage all regulatory and compliance submissions and monitor and validate compliance with lender, investor, government funders, and with regulatory agreements and funding requirements.
  • Assist with annual property audits to ensure they are completed in a timely manner.
  • Contribute to the resolution of operational issues or concerns, including the submittal of replacement and operating reserves for approvals and follow-through for transfer of funds.
  • Facilitate responses to government and/or lending agencies.
  • Lead review and approval process in the annual budgeting for each property.
  • Contribute to decisions regarding maximizing property cash flow and fees paid to Jubilee Housing.
  • Lead and participate in internal and external team meetings; prepare reports and presentations to executives, external partners, and the public; participate in trainings and conferences and regional meetings.
  • Implement or evaluate Property Management plans.
  • Perform other tasks as assigned related to risk management, including directing the purchase of insurance programs, management of claims and loss control activities, and managing relationships with third-party service providers.
  • Complete property inspections as part of monitoring property performance, management execution, and property capital needs.

Desired Qualifications

Skills

  • Relevant experience in multifamily property management for a general or limited partner. Specific knowledge of affordable programs, such as IRS Section 42 (LIHTC), HUD, HOME, DCHA's LRSP.
  • Previous experience must include responsibilities for understanding property budgets, variance analysis, capital improvement plans, investor and lender reporting requirements.
  • Detailed knowledge of and ability to interpret legal documents such as loan documents, limited partnership agreements, regulatory agreements, and agreements for the provision of resident services.
  • Experience with accounting software preferred; Real Page Onesite is a plus.
  • Advanced Microsoft Excel skills required.
  • Able to render and act upon an opinion decisively and yet be flexible in eliciting other opinions.
  • Able to interact with all levels of organization, agencies, and tenants with the correct perspective ranging from prudence to compassion.
  • Excellent verbal, written and organizational skills.
  • Self-motivated and hard worker.
  • A collaborator who is able to work independently.
  • Highly motivated, with a positive “can do” attitude.
  • An analytical approach with a results-oriented mindset.
  • Ability to think like an owner in all decision making.

Education and Experience

  • Bachelor's Degree preferred.
  • 3-5 years of relevant job experience preferred.
  • Familiarity with non-profit multi-funded organization desirable.
