Manages the training and administrative functions of the EMS Division Training Section, which includes the initial training of both certified and uncertified candidates, ongoing training and recertification of staff, and professional development. Works closely with leadership of both DES and volunteer Fire/EMS as well as the Career and Technical Education (CTE) program coordinators at Charles County Public Schools to successfully mentor cadets in the program and integrate them into our workforce post-graduation. Essential Job Functions •Manages all aspects of the Training Section including day to day operations, assets, programs, initiatives, personnel, future planning, cadet and recruit academy, and the educational content of adult learning. •Responsible for identifying, developing, planning, implementing, delivering, evaluating effectiveness, and improving educational / learning programs to ensure that the training, quality improvement and professional development needs of the EMS Division are being met. •Ensures that initial and ongoing training, continuing education, and core competency training is adequate to gain and maintain medical certification / licensure as required by the Code of Maryland Regulations (COMAR), the Maryland Institute of Emergency Medical Services (MIEMSS) and the Jurisdictional Medical Director (JMD) the National Association of Emergency Medical Technicians (NAEMT) and the American Heart Association (AHA). Maintain necessary training site credentials. •Collaborates with the JMD, Quality Assurance Captain, and EMS Division leadership to align program curriculum with operations and quality assurance goals. Makes recommendations to the Chief of EMS and assists in the preparation of budgets for the EMS Training Section. •Manages and maintains the Learning Management Systems (LMS) which tracks certifications, credentials, and online learning for EMS Division staff. •Coordinates with Public Schools to ensure the Public Schools Career and Technical Education (CTE) program for EMS is offered yearly to students in Charles County Schools. •Works with CTE program staff to attract students to the program and upon successful completion of the program facilitates students transition into employment within the Department. •Employs a variety of active learning techniques to engage students by demonstrating a student-centered approach to teaching and ensuring effective classroom management. •Manages curriculum development, lesson plans, evaluating probationary providers in clinical settings. Interacts with and directs EMS Preceptors in combination with operations. •Coordinates curriculum meetings and works in cooperation with the Jurisdictional Medical Director and Quality Assurance (QA) Captain on revisions to curriculum, content, or methodology to improve training effectiveness based upon QA trends and training success rates. •Ensures regular involvement of the Medical Director(s); makes recommendations for textbooks, materials, and equipment. •Oversees the clinical field rotations of EMS clinician interns and academy cadets. •Works in concert with the Jurisdictional Medical Director to evaluate academy cadets for core competencies and release for independent field practice. •Assists in the development and maintenance of the Department SOP's. •Maintains credentials for academy status as outlined in COMAR. •Attends department, division, local, state, and regional meetings as required. •Serves as a liaison between the EMS Division, Jurisdictional Medical Director and the state regulating agencies regarding training. •Coordinates with local, state, and regional partners regarding training. •May be called upon to provide operational support in the field as a supplemental support unit. •Responds to emergency calls for emergency medical services as assigned. Qualifications, Knowledge, Skills, and AbilitiesEducation and Experience: Bachelor's degree in instructional design, education, emergency services, or related field. Two (2) years of experience in an educational or instructional design field and three (3) years of program management experience in a training environment. Master's Degree in an applicable field preferred. Any equivalent combination of education, experience, and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. Licenses or Certifications: Must have and maintain a current certification as a Maryland Certified or Nationally Registered Emergency Medical Technician or Nationally Registered Paramedic, certification in Cardiopulmonary Resuscitation (CPR). Instructor I, Instructor II, Officer I, Incident Management Systems Incident Command System (ICS) 100, 200, 700 and 800 Must have or obtain within 24 months: Emergency Vehicle Operator Course (EVOC), National Safety Council Defensive Driving Course, Hazmat Awareness, Incident Management Systems Incident Command System (ICS) 300 and 400, Officer II, Officer III (or equivalent), Instructor III, Health & Safety Officer, Charles County Government Leadership Academy, a Managing Officer Program or a Leadership Development Program with a focus on public safety, National Association of EMS Educators Certification. Note: Some licenses and/or certifications require periodic renewal. The employee must maintain them throughout employment in this position. All candidates must have a valid driver's license.
