APPLICATION DEADLINE: Open Until Filled The purpose of this position is to assist the City Engineer in directing all functions of the Planning/Design Engineering Division and in providing key engineering and project management services for city projects, relying heavily on engineering, resource, andpersonnel management skills. Responsibilities include: planning, designing, and managing public capital improvement projects; subdivision and plat review; long range infrastructure planning; oversight of the city's NPDES Phase II storm water program; providing engineering assistance to City agencies; assisting with interdepartmental projects and working to achieve the highest level of cooperation and to enhance the effectiveness and efficiency of the department.DUTIES:Supervises, directs and evaluates assigned staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals. Plans, designs, oversees and manages capital improvement projects with multi-million dollar budgets; provides expertise and oversight in the development and implementation of storm water programs and policies; prepares integrated detailed pavement analysis/modeling and comprehensive storm water mapping/hydraulic modeling; reviews and approves billing for capital improvement projects. Directly supervises traffic and project management staff engineering functions. Reviews and approves subdivision and drainage plans and plats; inspects subdivision construction for compliance with standards and acceptance. Evaluates infrastructure planning with a planning horizon of from one to fifteen years. Assists the City Engineer in application of GIS resources and planning for GIS future expansion. Manages the planning, designing and inspecting of Public Works projects; conducts pre-construction meetings, topographic survey for city projects, and construction surveys for compliance; acts in the project manager role on large capital improvement projects which requires interaction with construction managers, engineers, architects, contractors, subcontractors, and materials suppliers. Works closely with Planning & Zoning Commission staff to review traffic impact studies in order to minimize the effects of increased traffic volume and intensity resulting from development. Assists in public hearings, contract administration, and contracting professional services; conducts preconstruction meetings; oversees the monitoring of quantities in place with billed and bid quantities; conducts preliminary surveys; prepares engineering plans, cost estimates, requests for proposals, and bid documents. Directs the research of deeds and plats as required for citizen complaint and City projects; manages designs for park facilities and layouts, and improvements for city owned landfills. Provides engineering expertise to all City departments.Operates multiple software packages including AutoCAD, storm water modeling and pavement management tools.Installs and configures computer software and hardware; aids in grant documentation preparation. Assists in preparation of division budget; recommends purchases for budget preparation; orders drafting, computer, survey, office, etc. supplies; files documents; operates various equipment and tools as needed; receives and follows up on complaint calls; prepares work orders for execution by Operations Division.Makes oral and written presentations to Board of Commissioners, Planning & Zoning Commission, and other organizations.REQUIREMENTS: Bachelors Degree in Civil Engineering, or related field, must be a Licensed Professional Engineer; with two to five years' experience in engineering design and project management, at least one of which should be in a supervisory capacity; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Supplemental education in engineering management/administration preferred. Must possess a valid Kentucky driver's license.
