This is a non-union, full-time/exempt, benefited position. This posting will remain open until filled.The Assistant City Engineer provides professional engineering and project management assistance, supervision, and oversight of various City engineering projects including the coordination, monitoring and assignment of responsibilities to Engineering Technicians. Duties include overseeing implementation of the City's pavement management initiative and assessment program; assisting the City's Planning Division by performing development reviews and negotiating on behalf of the City; and serves as a project manager on various assigned projects. Essential Job Functions Supervision:Direct: First Six Months - none; After six months, supervises Engineering Technicians, Sr. Engineering Technicians, Interns (~3 FTEs), as assigned.Indirect: Engineering Technicians, Sr. Engineering Technicians, Environmental Resource Technician, Public Works Support Specialist.Dimensions:Budget: NoneClientele: Department and City staff, Mayor and City Council Members, Residents, Landowners, DevelopersEssential Duties and Responsibilities:Plan, coordinate, and oversee the City's annual Pavement Management Initiative:•Coordinate crack sealing, mill and overlay, and reconstruction projects.•Coordinate project activities including feasibility studies, plan and specification development, and construction administration.•Establish project schedules and project estimates/budgets.•Manage staff to meet project timelines and objectives.•Answer questions and address concerns or issues of residents and businesses regarding engineering issues, activities, or projects.•Coordinate and monitor activities of consultants to ensure contracted services meet project scope, schedule, and budget.•Schedule, prepare, and present at various public meetings to inform interested parties about project initiatives and obtain required City Council approvals.Provide support service to the City's Planning Division:•Assist in reviewing development submissions.•Assist in preparation of development agreements to ensure the needs and standards of the Engineering Division and Public Works department are met and adhered to.•Meet with City Attorney and developers to negotiate final development agreements and plans.Supervise, coordinate and lead activities, schedules and daily assignments and work of engineering technicians and interns, as assigned:•Coordinate and schedule work/projects/daily assignments/activities of staff to ensure City standards, procedures, and specifications are followed and implemented.•Meet with staff to determine workloads, assign and monitor task completion.•Assess the work product of assigned staff, provide feedback and identify and address developmental needs. Hold employees accountable for quantity, quality and timeliness of work and appropriate workplace conduct.•Mentor and educate staff on technical aspects of engineering and related processes. Provide support to staff with the interpretation of City code and ordinances pertaining to engineering activities/projects.•Recognize and reward quality performance and take appropriate steps to correct poor performance. Conduct informal intermediate and formal annual performance evaluations.•Recommend employment actions to the City Engineer, e.g., hiring, promotion, discipline, etc.Implement and coordinate the City's Special Assessment Policy:•Write and update City assessment policies and procedures.•Collaborate with staff and consultants in the preparation of special assessments.•Create and/or review special assessment calculations and spreadsheets.•Coordinate certification of special assessments with Finance Department staff.Assist in the preparation of the annual update to the City's 5-year Capital Improvement Plan (CIP) and development of comprehensive plans, including the Transportation Plan, Sewer and Water Plans, Pavement Management Initiative, and other plans and studies involving municipal infrastructure.Develop and solicit consultant requests for proposals and work order contracts for technical assistance and project design work. Review consultant proposals, qualifications, negotiate fees, and provide recommendations for consultant selection to the City Engineer, Public Works Director, and the City Council. Coordinate and participate in the development of the annual report and permit to the MPCA concerning the City's Municipal Separate Storm Sewer System (MS4). Lead efforts in planning, scheduling and conducting MS4 permit implementation activities, including field inspections, determination of maintenance activities and enforcement of illicit discharge ordinances.Represent the City and participate in watershed management organization meetings, events, and public outreach activities.Assist with coordination and review of GIS updates in cooperation with Engineering and GIS staff.Prepare various ordinance, policy, and/or procedural updates related to the Engineering Division. Perform customer and public relations outreach and education concerning City requirements, policies and ordinances associated with infrastructure and development.Assist the City Engineer in writing, preparing, and approving Engineering Division materials and items for the City Council agenda.Respond to concerns, issues, complaints, and questions from the public and employees, mediating disputes and resolving issues as appropriate.Keeps the City Engineer informed of significant issues or challenges impacting areas of responsibility. Serves as Acting City Engineer when assigned.Attend relevant seminars and conferences and participate in professional associations to stay up to date in the field of municipal public works and engineering.Perform other duties of a comparable level or type, as apparent or assigned. Qualifications Minimum Qualifications:Bachelor's degree in Civil Engineering, at least 5 years of civil engineering experience and current registration as a Professional Civil Engineer in the State of Minnesota. Licensure as a Professional Civil Engineer from another state may be substituted if Minnesota registration is obtained within six months of hire. Required civil engineering experience may be a combination of education and experience in the Civil Engineering field. Requires a valid Driver's License.Desirable Qualifications:•Project management experience in the field of public infrastructure, including directing staff and monitoring budgets.•Experience with contract administration for design and construction contracts. •Experience making presentations to the public and decision makers.•Supervisory Experience. Supplemental Information Essential Knowledge, Skills and Abilities Required to Perform the Essential Functions of the Position:•Practical understanding of modern civil engineering principles, best practices, standards and technical requirements.•Proficient in project management functions, including activity planning and coordination, budgeting, and scope administration.•Expertise in budget development, implementation, and management processes.•Knowledgeable in City, State, and watershed stormwater management standards, as well as low-impact design methods for both temporary and permanent structures.•Familiar with State Statutes and City assessment policies, procedures, and requirements.•In-depth understanding of federal, state, and local laws, ordinances, and regulations related to engineering and departmental activities, as well as enforcement protocols.•Competence in report and record maintenance principles and practices.•Skilled in applying research principles using various sources of data related to municipal/government practices and administration.•Skilled in researching and analyzing product information relevant to engineering, improvement, and construction projects.•Well-versed in City policies and procedures, with the ability to apply them to job responsibilities.•Proficiency in GIS systems, particularly ESRI-based platforms.•Experience with project and construction management systems, with preference for RTVision/OneOffice.•Strong oral and written communication skills, including public speaking and presenting complex information to general audiences.•Strong leadership, coordination, scheduling, and assignment abilities for managing engineering technicians, with a focus on positive relationships with staff, supervisors, colleagues, and elected officials.•Proven ability to establish and maintain effective professional relationships with consultants, landowners, contractors, developers, and residents on project matters.•Expertise in planning and designing civil engineering projects, including engineering principles, mathematical applications, and surveying.•Ability to interpret and apply policies, laws, rules, and standards in design and engineering activities.•Proficient in using computer-aided design software, as well as business productivity applications such as word processing, spreadsheets, and presentation software.•Capable of communicating, explaining, and interpreting city, state, and county policies, statutes, ordinances, and standards.•Experience in estimating construction costs, project budgets, and design specifications.•Ability to prepare and present clear, accurate technical, engineering, and narrative reports, with attention to spelling, grammar, and formatting.•Able to work independently, managing time and resources effectively with minimal supervision.Work Environment:This position is engaged in professional civil engineering duties and responsibilities. A majority of the duties and responsibilities are performed in a typical City office environment, with occasional visits to development and project sites. Responsibilities of the job may involve some occasional disagreeable interactions with the public. Physical Job Requirements:Employee is required to frequently sit, talk, listen, hear, and use hands/fingers dexterously; occasionally reaches with hands and arms, stands, and walks.
