Salary : $85,100.34 Annually Location : Longview, TX Job Type: Full-Time Job Number: 2024-093 Department: Public Works Division: Public Works Engineering Opening Date: 12/12/2024 Description Plans, coordinates, manages and directs the operations and activities of the City's Engineering Services Division of Public Works; reviews and approves engineering plans and permit applications; consults with developers and contractors regarding capital improvement and development projects; conducts site visits; and supervises assigned personnel; inspects work sites and assures project compliance with quality standards, Public Works specifications, and state and federal regulations. Examples of Duties
- Develops updates and manages project and division budgets. Manages expenditures and provides leadership, direction and guidance in financial and technical strategies and priorities; reviews and approves related invoices.
- Provides technical direction to subordinate staff in the planning, technical review, design and construction of public works projects. Resolves technical issues, workload problems and priorities to eliminate project conflict.
- Oversees and coordinates the day-to-day operations of the Engineering Services including plan review, permitting, and field inspection. Oversees work performed on City projects to assure compliance with contract specifications. Assures project compliance with project specifications and authorizes payments.
- Develops, coordinates, reviews and implements procedures, guidelines, and criteria for the management, planning and implementation of Capital Improvement Projects (CIP) and programs.
- Interprets and explains Federal and state rules and regulations. Monitors and ensures all public and private development occurring within the City is conducted in accordance with Federal/State regulations, City ordinances, and engineering/design standards.
- Supervises, trains, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and regulatory requirements.
- Reviews engineering plans and calculations; monitors for compliance with standard design practices and applicable regulatory requirements. Resolves complaints and community issues; prepares and presents reports.
- Reviews development permit applications for compliance with the City's floodplain ordinance.
- Reviews/approves plats and related field notes for offsite easements on development projects.
- Reviews and approves oil/gas well and pipeline permits.
- Responds to various types of engineering/permitting inquiries from developers, contractors, and surveyors; anticipates problems and pursues solutions; communicates project goals and objectives to assure effective communication of project status tow staff, contractors and other parties; provides information regarding permit processes and requirements. Reviews engineering reports; consults with private consultants regarding development projects.
- Performs analysis of all street pavement quality conditions. Develop a rehabilitation schedule including cost for deficient streets and/or streets requiring repairs. Coordinate repairs and rehabilitation with city crews and/or contractors as necessary to complete the budgeted streets.
- Conducts job site visits; observes and monitors satisfactory completion of work on projects.
- Performs other related duties as assigned or required.
Minimum RequirementsEducation and Experience: Bachelor's Degree in Civil Engineering or related field, and four years' experience in public infrastructure design and construction and project management, including two years supervisory experience; OR an equivalent combination of education and experience. Required Licenses or Certifications:
- Texas Professional Engineering (PE) License is required. Certification as a Certified Floodplain Manager (CFM) is required or to be obtained within 1 year.
- Must possess a valid Texas Driver's License.
