GENERAL PURPOSE
Primarily assists the City Manager in overseeing the overall operations of a city by directing assigned departments, managing specific projects, advising on policy decisions, and representing the city on various boards and committees, essentially acting as a key deputy in the city's executive leadership team, often taking on responsibilities in the City Manager's absence; may also oversee budget management, policy implementation, and community outreach within their assigned areas of focus.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Assumes full management responsibility for assigned functions, services, and activities of the City; assists the City Manager in coordinating and directing the activities and operations of assigned City departments.
· Develop, implement, and monitor comprehensive development and economic development strategies aligned with the City's overall vision and goals.
· Oversee a wide range of development projects, including infrastructure improvements, public-private partnerships, and economic development initiatives.
· Collaborate with planning and development staff to review and approve development proposals, ensuring compliance with zoning ordinances and land use regulations.
· Participate in the development and implementation of city policies and ordinances.
· Assists with the responsibilities of all Planning & Development Department projects and plans, including the review/update of the Comprehensive plan; preparation and/or oversight of preparation of short- and long-range planning documents.
· Review and process planning applications; ensure compliance with appropriate laws, codes, regulations, and ordinances; prepare public hearing notices and staff reports; make presentations to the Planning and Zoning Commission and oversee the agenda process.
· Assist with preparation of and implementation of the City's Capital Improvement Plan.
· Develop and implement long-term strategic plans for economic development, including identifying target industries, crafting incentive packages, and establishing partnerships with public and private sector entities.
· Plans, directs, and coordinates, through management level staff, the work plan for assigned functions; assigns projects and programmatic areas of responsibility; provides direction and supervision on key projects; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
· Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
· Oversees and participates in the development and administration of the budget for assigned functional areas; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implement budgetary adjustments as appropriate and necessary.
· Participates in the development of City goals, objectives, policies, and priorities; incorporates community input into goals and objectives for the City for the City Manager's and City Council's approval; develops new policies in consultation with the City Manager; confers with Department Directors and employees regarding significant policy and procedural changes.
· Coordinates assigned activities with other City departments and divisions and with outside agencies.
· Coordinates and participates in providing responsible staff assistance and professional analysis and advice to the City Manager, City Council, and other City boards and commissions as assigned; attends City Council meetings and other public meetings to assist or represent the City Manager.
· Supervises and/or conducts studies, surveys, and the collection of information on difficult operational and administrative problems; analyzes findings and prepare reports of practical solutions for review.
· Serves as a resource for other organizations and the public; coordinates pertinent information, resources and work teams necessary to support a positive and productive environment.
· Serves as acting City Manager as required and oversees City operations in the City Manager's absence.
· Stays abreast of local, state, and federal legislative initiatives and works with department directors to analyze the impact of proposed legislation.
· Participate/assist in all emergency management activities, as assigned; remains available during emergency situations as required.
· Performs related duties as required.
PERIPHERAL DUTIES
· Represents the City at various conferences and meetings.
· May serve as the head of one or more departments of City government.
· Attends professional development workshops and conferences. Travels to various destinations in and out of the city.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
· Ten years of increasingly responsible experience in planning, zoning, permitting, redevelopment and economic development analysis, administration, enforcement, and consultation; personnel management with at least 5 years of experience as a Director of Planning and Development or Assistant City Manager.
· A bachelor's degree from an accredited college or university with major course work in Public Administration, Business Administration, Urban/Regional Planning or related field.
· A Master's degree in Planning is highly desirable and may be substituted for one year of experience.
· Member of American Planning Association and American Institute of Certified Planners preferred.
