The Office of the Clerk of Superior Court, Pamlico County, is seeking an Assistant Clerk/Bookkeeper. Bookkeeping clerks maintain, oversee, and report financial accounting data in a clerk of superior court office. Performs work in an area or program requiring specialized fiscal knowledge and practice of recording, classifying, examining, and analyzing data and records of transactions. Work involves cash receipting; accounting; check writes; fund disbursements; general ledger and chart of account maintenance; generation, verification, correction and distribution of certain accounting reports and entering accounting transactions in the Financial Management System (FMS) while adhering to established segregation of duty procedures. In larger offices work may be specialized by concentration in one or two areas of responsibility.
Primary responsibilities for this Assistant Clerk / Bookkeeper position include but are not limited to the following:
* May include independent responsibility for maintaining accounting records or separate accounts receivable/payable functions.
* May include varied responsibilities affecting the fiscal and financial operations of their respective work unit.
* Analyze data for accuracy, problem-solves, and interpret applicable policies and statutes. Identify and correct errors in their own or others' work, accountable for accuracy of entries and reconciliation of data and information.
* Generate, sort, verify (audit and correct) and file a variety of FMS reports.
* Perform paper and system journal entries to correct errors in FMS.
* Prepare, print and mail checks from payment authorizations to repay bonds, pay alimony, child support, jury payments, etc.
* Process escheats (unclaimed funds), research for valid address, populate the escheats spreadsheet, prepare and send letter of notice, calculate interest, report to State Treasurer, balance with FMS.
* Set up minor trust investment accounts with local banks.
* Prepare files for destruction in accordance with Rules of Recordkeeping.
This position reports to the Clerk of Court. Work hours are 8:00 AM - 5:00 PM, Monday - Friday.
Knowledge of: theories, principles, practices and terminology of accountancy; working knowledge of accounting methods, procedures, and accounting practices; accounting and other software (e.g. Excel, Word, web browser). General knowledge of applicable information technology (e.g., file management, network drives) to meet work needs.
Skill in: active listening; communicating both verbally and in writing; and MS Office including Excel.
Ability to: compile, monitor and examine various routine financial accounting data for accuracy and integrity following standardized methods, formats and procedures; print and analyze FMS reports; recognize and research unusual activity for further investigation; understand and adhere to systems of internal control; gather and report routine financial information and communicate structured information in a clear, concise and organized manner; establish effective working relationships that foster organizational success; identify and recognize routine or standard problems that have established precedents and limited impact, referring non-standard questions and problems to higher levels; follow and apply oral and written guidelines.
High school diploma and two years of experience as a paralegal or in accounting coursework or an associate degree in accounting, finance, business management or a related field, or an equivalent combination of education and experience. Minimum of 18 years of age. Pamlico County residents preferred.
