The primary purpose of the Assistant Clinical Manager is to assess, plan, implement and coordinate the clinical care program in conjunction with the Clinical Manager to ensure the highest quality of care is maintained at all times. The Assistant Clinical Manager will also supervise the day-to-day nursing activities in accordance to compliance with current Federal, State, and local standards, guidelines, and regulations that govern our agency as well as responsible to support, mentor and empower the nursing staff according to the nurse practice act.QUALIFICATIONS:
  • Graduate of an accredited school of nursing and currently registered with the State of Board Examiners for Registered Nurses. Current CPR certification.
  • Registered Nurse with minimum of two (2) year's experience in nursing supervisory or nursing management in a long-term care setting.
  • Knowledge of State and Federal regulatory requirements for home health care.
  • Knowledge of CQI theory and process.
ESSENTIAL DUTIES:
  • Assists Clinical Manager with directing and overseeing day-to-day functions of the nursing, therapy and home health aide to ensure compliance with current rules, regulations and guidelines that govern this home health agency.
  • Participate in the development, maintenance and updating of written policies and procedures that govern the daily function of the department.
  • Provide leadership that includes the administrative and supervisory principles essential for clinical staff.
  • Participate in surveys and inspections made by authorized agencies.
  • Meet with the nursing staff (professional/non-professional) as well as support personnel in planning the department's services, programs and activities.
  • Coordinate staffing activities when assigned or in the absence of the Clinical Manager.
  • Assist with reviewing Abuse/Neglect claims and aid with abuse prevention investigations as necessary.
  • Provide support to the agency by working on-call as directed by the Clinical Manager.
  • Review client care plans for appropriate resident goals, problems, approaches and revisions based on nursing needs.
  • Assist in monitoring and assessing clients.
  • Assist with the coordination of staffing patterns, productive nursing hours and worker's compensation as directed.
  • Provides input for employee's performance evaluations and disciplinary actions as assigned by the Clinical Manager Services.
  • Coordinates and conducts routine nursing staff meetings in conjunction with the Clinical Manager Services.
  • Ensure that disciplinary action is administered fairly and without regard to race, color, creed, national origin, age, sex, religion or handicap.
  • Attends required in-services and completed assignments on-lines modules.
  • Complete home health aide evaluation with Clinical Manager oversight.
  • Assist in identifying educational and ongoing training needs.
  • Assist in developing safety standards for the Nursing Service department.
  • Monitor nursing service personnel to assure they are following established safety regulations in the use of equipment/supplies.
  • Develop and implement procedures for the safe operation, and Infection Control for the Nursing Service department.
  • Accept and intervene with exposure to odors, noise, and toxic/infectious substances as needed.
  • Organizes and administers the delivery of nursing services and related ancillary services.
  • Analyzes and evaluates nursing care and related ancillary and therapeutic services rendered to improve quality of resident care and to plan the best utilization of staff time and activities.
  • Works toward the resolution of resident and family concerns; advises Clinical Manager of any special problems relating to care delivery.
  • Develops, monitors and maintains required and appropriate documentation on the client's medical records, including a multi-disciplinary plan of care for all clients.
  • Collaborates and consults with clients' attending physicians, Medical Director and outside consultants.
  • Assists with implementing and maintaining nursing service objectives, philosophy and standards of nursing practice and follows established policies and procedures.
  • Promotes harmonious relationships and favorable attitudes among the employees by direct intervention. Informs Clinical Manager of resolution of problem(s). Plans and works with all departments efficiently for the total care of clients.
  • Directs, supervises and participates in implementing changes and activities to improve nursing service in collaboration with the Clinical Manager.
  • Acts rapidly and effectively, following agency policies and procedures, and utilizes principles of management in any emergency situation.
  • Assists Clinical Manager in interviewing applicants when required.
  • Participates upon request in staff counseling/disciplinary actions.
  • Maintains a comprehensive knowledge of State and Federal regulations.
  • In the absence of the Clinical Manager, has administrative authority, responsibility and accountability for overseeing the daily operation of the nursing department in providing quality client care.
