JOB SUMMARY: The Assistant Communications Supervisor provides direct supervision of personnel within the police department's Emergency Communications Center. S/he is responsible for assisting the Communications Supervisor with planning, organizing and coordinating all emergency and non-emergency operations for the Police Department. Consistently communicating or overseeing personnel communicating with First Responders and Citizens simultaneously in great distress, harm, fear or injury. Under general direction, s/he performs work of considerable difficulty in supervising and directing employees engaged in dispatching emergency police equipment on an assigned shift, including providing training. General supervision is provided by the Communications Supervisor. Example of DutiesSpecial Considerations: This is a civilian first-line supervisory position located within the Police Department's Communications Section. The Assistant Communications Supervisor is responsible for all functions of first line supervision, including assisting with conducting employee performance evaluations, providing corrective counseling to employees, and making recommendations regarding disciplinary actions. Work requires the exercise of initiative and independent judgment in implementing established work methods and procedures, as well as the development of methods and procedures designed to improve operations. This position requires the incumbent to interact with citizens in person and over the phone in a manner which promotes the highest level of professionalism. Incumbent must also be able to assist citizens while maintaining a positive courteous demeanor. - Assists with supervision, training, coaching, counseling, and evaluating the personnel assigned to the Communications Section.
- Assists with overseeing the master scheduling of personnel for all shifts.
- Assists with ensuring that off-duty employees are contacted, and the necessary adjustments are made in shift schedules.
- Assists with conducting, supervising and participating in the training of employees on Police dispatch procedures, equipment, and performance expectations.
- Assists in developing Communications Center policy and procedures.
- Acts as liaison with other police and fire agencies in the state and county.
- Works collaboratively with managers, supervisors and others contacted during the course of work in a manner that enhances the Department's potential for accomplishing it's mission.
- Assists with the development, implementation, and maintenance of automated systems within the Communications Center.
- Assists with interpreting and implementing Department General Orders and Division policies and procedures.
- Participates in the development and maintenance of records and files necessary to the dispatch function.
- Receives problems and complaints regarding specific incidents and refers to Communications Supervisor.
- Monitors and delegates court paperwork entry such as warrants, summons etc.
- Assists with the investigation of complaints against personnel and responds in a manner that results in appropriate complaint resolution.
- Makes recommendations for disciplinary actions.
- Prepares, maintains, and revises procedure manuals.
- Makes recommendations for updates of automated files for a computer aided dispatch system.
- Assists the supervisor with coordination of state and federal audits.
- Performs other duties as assigned.
REQUIRED EDUCATION AND/OR EXPERIENCE FOR ENTRY LEVEL COMMUNICATION SPECIALIST POSITION: REQUIRED CERTIFICATES AND/OR LICENSES:
- Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.
- Certifications from IAED (International Academy of Emergency Dispatch) for Emergency Medical, Emergency Fire and Emergency Police Dispatch. The employee must maintain the certifications for the duration of their employment.
- CN1 Certification in METERS (Maryland Electronic Telecommunications Enforcement Resource System). The employee must maintain the certification for the duration of their employment.
- CPR Certification. The employee must maintain the certification for the duration of their employment.
- METERS instructor certification or ability to obtain within 12 months from hire date. The employee must maintain the certification for the duration of their employment.
- MPCTC Instructor certification or ability to obtain within 12 months from hire date. The employee must maintain the certification for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
- Knowledge of principles of supervision, training, coaching and evaluation necessary to perform the duties of a first-line supervisor
- Knowledge of principles of appropriate conflict resolution techniques.
- Knowledge of principles and procedures related to the operation of computer aided dispatch systems.
