Job Description
The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing NYC employees. In addition, OLR administers procedures resulting from the negotiation of collective bargaining agreements, including the step grievance process.
Under supervision, the Assistant Counsel represents the City of New York and its constituent agencies in various labor matters, including but not limited to, improper practices, impasse proceedings, accretions and representation matters before the Office of Collective Bargaining. In addition, the Assistant Counsel handles grievance arbitrations arising out of contract disputes. Further, this attorney provides advice and counsel to management and City labor partners on a variety of labor relations issues. They are responsible for the preparation of legal documents, such as memoranda, verified answers and complaints, briefs, arguments, etc. in connection with all related proceedings. The Assistant Counsel may also assist in the drafting of collective bargaining agreements. Additional related duties and responsibilities as assigned.
Qualifications
Admission to the New York State Bar and either:
(1) Two (2) years of satisfactory full-time relevant experience subsequent to admission to the bar, one year of which shall have been in a public agency directly involved in the collective bargaining process with public employees; or
(2) Three (3) years of satisfactory full-time relevant experience subsequent to admission to the bar.
