General DescriptionJOIN OUR TEAM AS AN ASSISTANT COUNTY SURVEYOR! The Assistant County Surveyor manages and oversees all in-house surveying and mapping projects for the Transportation Engineering Department (TED) Capital Improvement Program (CIP), reviews consultant surveying and mapping projects for the CIP, and is involved in the review of plats submitted to Pasco County. Essential Job Functions
- Manages and oversees in-house TED CIP surveying and Mapping projects, including supervision of three direct reports and oversight of eight additional subordinates performing all field and office work associated with the projects, management of project scope and cost, and quality assurance/quality control of all final work products.
- Reviews consultant surveying and mapping proposals and projects.
- Supports the review of plats submitted to Pasco County as needed.
- Manages and oversees any other surveying and mapping projects performed by the Surveying and Mapping/Geomatics (SAM/G) Division for other Pasco County Departments.
- Completes special surveying and mapping projects and/or performs administrative services to support the County Surveyor
- Acts as the County Surveyor in his/her absence.
- Develops and implements TED and SAM/G policies and procedures.
- Ensures SAM/G operations are consistent with Florida Statutes, Pasco County Codes, and general professionalism and ethics.
- Ability to lift and/or move up to 40 pounds and also push or pull heavy objects.
- Performs related work as required.
Knowledge, Skills and Abilities
- Knowledge of all County codes and procedures.
- Knowledge of all possible types and procedures of Surveying and Mapping Pasco County could employ.
- Knowledge of the principles and practice of Surveying and Mapping in the State of Florida.
- Knowledge of Surveying and Mapping related Florida Statutes, Laws, Florida Administrative Codes, Requirements, Procedures, etc.
- Knowledge of legal descriptions.
- Knowledge of Pasco County's LDC and/or the ability to learn and enforce requirements with Plat Review.
- Knowledge of basic management principles.
- Ability to read and interpret complex Survey/Engineering plans.
- Ability to operate and understand field Surveying instruments and data.
- Ability to reduce and plot field notes; Ability to supervise the work of subordinates.
- Skill in the use of most, if not all, Surveying field equipment deployed at Pasco County and PC environment software and computers: including but not limited to, geometry/COGO, CADD, spreadsheets, databases, World/Earth Mapping systems, and Microsoft Office suite.
- ESRI GIS KSA's and experience would be a plus.
Minimum RequirementsPHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 40 pounds and also push or pull heavy objects. EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or Universitywith a Bachelor's Degree in Surveying, Geomatics, or other closely related field and six (6) years' experience as a Florida Professional Surveyor and Mapper (PSM) OR an Associate degree and eight (8) years' experience. LICENSES, CERTIFICATIONS OR REGISTRATIONS: Registration as Professional Surveyor and Mapper (PSM) in the State of Florida required. Must possess a valid Florida driver's license.
