DESCRIPTION

The UC San Diego School of Global Policy and Strategy (GPS) is an interdisciplinary, discovery-driven graduate school focusing on international affairs and public policy. This position reports to the Dean, with a dotted line report to the Associate Vice Chancellor for the EVC.

Acting under general direction of the Dean, and with a large degree of autonomy, the Assistant Dean and Chief Administrative Officer provides internal and external coordination, management, and oversight of all financial, academic personnel, human resources, informational technology, and facility resources for the School of Global Policy and Strategy (GPS). Serves as part of the Dean's executive leadership team and as a key staff adviser to the Dean. The Dean's executive leadership team is responsible for advising the Dean on the short and long- range strategic planning, administration, leadership, policy development, and other matters of broad relevance to the school.

In the absence of the Dean, the Assistant Dean acts on their behalf in matters which may be delegated to a staff member and may substitute for the Dean at campus and external meetings. The Assistant Dean chairs or co-chairs all searches for senior staff positions, including other Manager and Senior Professionals (MSP) level positions. The Assistant Dean attends weekly meetings of senior staff to monitor a wide range of issues which broadly affect the school, including setting priorities for new opportunities and initiatives consistent with the expansion and development of GPS.

QUALIFICATIONS
  • Bachelor's degree in related area such as Business Administration typically with post-degree experience and/or equivalent experience/training.

  • Proven excellent leadership, business and management skills. Demonstrated understanding of the importance of an organizational structure, resource management, communication and protocol when implementing solutions.

  • Strong demonstrated knowledge of federal and state funding policies and procedures, and with thorough knowledge of and experience in contract and grant administration.

  • Strong demonstrated experience managing, supervising and motivating technical and administrative staff. Ability to maintain good morale and maintain productivity. Knowledge of team dynamics, proven ability to work in a team setting. Ability to anticipate problems in work assignment areas and identify appropriate solutions to determine department's needs and direct workflow.

  • Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service. Excellent interpersonal and communication skills to effectively interact tactfully and diplomatically, yet assertively, with all segments of the campus and community; skill in resolving conflict situations and in recognizing politically sensitive situations.

  • Demonstrated proven ability managing diverse programs with significant budgetary impact.

  • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.

  • Excellent ability to establish metrics for department and employee goals.

  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.

  • Thorough knowledge of common organization-specific and other computer application programs.

  • Excellent project management skills, including the capability of managing capital projects.

  • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution.

  • Excellent ability in developing, designing, and implementing operational and procedural policies, new administrative policies, reports, procedures and practices.

  • Demonstrated extensive experience and expertise in managing all aspects of human resources (academic and staff) with proven ability to interpret and enforce related policies and procedures. Broad knowledge of policies and procedures related to staff and academic classification, recruitment, appointment and compensation. Proven ability to counsel employees on personnel rules and regulations governing employees.

  • Demonstrated knowledge and experience in space and facilities management including: needs analysis, funding, design, construction and renovation of buildings, classrooms, office and labs.

  • Excellent ability to analyze large quantities of data (financial, space, workload, etc), identify objectives and constraints, and develop effective recommendations.

Pay Transparency Act

Annual Full Pay Range: $128,800 - $252,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $61.69 - $120.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
