Job Description:

Overview

Under the direct supervision of the Deputy Director for Capital Construction, the Assistant Deputy Director is responsible for managing the operation and administration of the Capital Construction team within the Real Estate Division of the Planning Department. The Real Estate Division within the Planning Department manages a portfolio of over 13 million square feet of land across Boston neighborhoods. The properties include the Charlestown Navy Yard, Long Wharf, and the Raymond L. Flynn Marine Park, as well as significant neighborhood-based redevelopments. The Capital Construction team is responsible for the design, construction, and environmental compliance associated with all property assets under the Planning Department's care and custody. Notable recent Capital Construction projects include the pile repair work at Pier 4 and the demolition and environmental remediation of the Building 108 Power Plant in the Charlestown Navy Yard, the reconfiguration of the Northern Avenue roadway in the Raymond L. Flynn Marine Park, the seawall stabilization of Long Wharf, and many others. The Assistant Deputy Director will provide administrative oversight and management of the capital construction portfolio of projects, supporting the in-house team of engineers, architects, and construction managers directly responsible for the project management and technical control of projects.

Responsibilities

Projects

* Maintain systems and dashboards to prioritize and track the status of active engineering, design, and construction projects as well as pending projects in the capital plan.

* Plan, schedule, and manage board authorization needed for the advertisement and execution of engineering, design, and construction contracts.

* Develop, implement, and enforce consistent and uniform policies & procedures for project files and records.

Procurements and Contracts

* Plan, schedule, and oversee the procurement process of all Capital Construction projects, directly performed by the Capital Construction Program Manager, providing review, approval, and tracking of all Capital Construction purchase orders.

* Maintain systems and dashboards to track the status of active contracts and purchase orders, managing both spending and progress towards substantial completion.

* Closely manage the heavy coordination with Finance, Legal, and other teams necessary for the successful execution and administration of contracts.

* Coordination of vendor engagement and participation.

Capital Needs, Capital Plan, and Capital Budget

* Maintain inventory of identified Capital Needs and track transition into Capital Plan.

* Maintain active an Capital Plan, update budgets, and track project-level funding sources.

* Coordinate Capital Plan with the Department's Buying Plan.

* Assist with the annual Capital Budget process and development of the Capital Plan.

Staff

* Directly supervise Program Manager; Project Managers; and Project Coordinator positions, ensuring close coordination with the Deputy Director for Capital Construction, Senior Project Managers and outside consultants on technical matters.

* Coordinate project assignments among capital construction staff.

* Review staff work plans and recommend changes where appropriate. With support from the Deputy Director for Capital Construction, coordinate staff development, management, and training.

* Coordinate and facilitate weekly and bi-weekly capital construction staff meetings.

In addition to the summary tasks above, may perform other duties as assigned to advance repair, improvement, and/or development on publicly owned land.

Minimum Entrance Qualifications

* Work requires ten (10) years of progressively responsible experience in Public Administration, preferably in Construction, Real Estate, or Community Development. A Bachelor's degree in Construction Management, Engineering, Architecture, Urban Planning, Real Estate, Public Administration, or a related field or equivalent, may be used to substitute for two (2) years of the required experience.

* Understanding of Massachusetts General Laws Chapters 30B, 30-39M, and 149 governing public bidding and public construction.

* Self-motivated team player who is curious and able to lead cross-functional groups through complex work.

* Detailed-oriented program management skills.

* Strong critical thinking skills are required to continuously review internal policies and procedures in order to improve upon and standardize processes.

* Must exercise discretion and sound judgment and be capable of handling confidential and highly sensitive information with professionalism and unquestionable integrity.
