Job DescriptionSummary of Duties and Responsibilities:
- Assist in the preparation of the New York State Consolidated Fiscal Reports (CFR) for each of NYC Health & Hospitals System (The System) facilities which includes the following responsibilities:
General tasks and responsibilities will include:
- The employee will support the development of all CFR needs at the sites (the 11 acute care hospitals, along with the Gotham FQHC's and the long-term acute care facilities).
- This position is for an Assistant Director who will be responsible for the oversight of the Consolidated Fiscal Reports (CFR) at multiple sites.
- The employee will also be responsible for audits: review audit findings, collaborate with various team internally and externally to research, resolve and respond to State agencies
- The employee's primary role is to serve as a liaison between the Central Office Cost Accounting unit and various departments at the hospitals and other central office departments for the production of the CFRs.
- The employee will assist in facilitating the identification of operational or other changes at their site(s) that may impact the data in the CFR
- The employee with assist in validating their site's data by participating in the processes of data review, analysis, reconciliation, and verification.
- Analyzes and evaluates CFR programs revenue and expenses (fee for service and contract - based programs) for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, equipment, etc.
- Communicate regularly with The System's Contracts Team to resolve pending/outstanding issues related to contract funded programs.
- Communicate regularly with each of The System's facilities Behavioral Health departments to gather and analyze non-financial data needed to be reported in the CFR.
- Be current with CFR reporting changes as reported in annual CFR manual
- Verify revenue and expenses are recorded in accordance with the CFR manual instructions.
- Liaison with The System's New York state funding agencies' CFR units, Office of Addiction Services and Supports (Formerly OASAS), Office of Mental Health (OMH) and Office for People with Developmental Disabilities (OPWDD) to respond to CFR desk audit questions.

Minimum Qualifications1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or2. Bachelor's degree from an accredited college or university in disciplines, as listed in 1 above; and three (3) years of experience, as described in 1 above, one (1) year of which must have been in a responsible administrative or managerial capacity.
Department Preferences - Three (3) prior years' experience in the preparation and submission of the CFR, with a strong grasp of accounting principles and ICR reports or other relevant financial activities.
- Familiarity with the clinical, billing, and business systems used at NYC Health + Hospitals.
- Expertise manipulating large databases in software applications (e.g., MS Excel and Access).
- Knowledge of web-based platform Consolidated Fiscal Reporting System web-based platform
- OASAS, OMH, OPWDD and SED funded program experience.
- Ability to collaborate with a multi-department team.
- Ability to interact with health care providers and administrative personnel.
- Experience developing presentations in MS PowerPoint.
- Knowledgable in SQL.
