UW Facilities manages the University's buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Energy Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups are the Business Intelligence & Information Technology group and the Finance & Administration group.
We have an outstanding opportunity for an Assistant Director to have responsibility and authority for the Campus Utilities division of the University of Washington Campus Energy, Utilities and Operations Department. The incumbent provides primary leadership for the operation, maintenance, and renovation of the University's Power Plant, West Campus Utility Plant and other utilities systems of the Seattle campus, which includes 200+ buildings, 700 acres, and serves a daily population of 60,000. The utility plants also provide continuous utility service and emergency power to the University of Washington Medical Center.
This position has direct responsibility for the safe, continuous, and efficient management of the University's complex utilities system, which is critical to the daily operation of the University campus. The incumbent is responsible for overall management and planning for campus utilities, providing technical direction and leadership for major capital improvements in the Power Plant, and West Campus Utility Plant for establishing and implementing operational policies and procedures to optimize the functions of the University's Campus Utilities Division. This position is responsible for management of the Campus Utilities budgets and staff and provides managerial support to the Executive Director of Campus Energy, Utilities & Operations.
Primary Duties and Responsibilities
Program Operations
Provide planning for and management of the Campus Energy Utilities & Operations division. Initiate necessary changes to provide effective service and meet facility requirements.
Budget/Financial
Responsible and accountable for the annual operations budget and utilities purchase budget. Develop a biennial minor works budget in collaboration with plant management and based on knowledge and experience of the facility's construction, systems and expenses. Manage, monitor and control maintenance and repair costs in accordance with budgeted requirements. Forecast operational and organizational changes impacting maintenance program performance and costs and ensure incorporation into departmental financial plans. Ensure resources are applied consistent with organizational and identify shortfalls that may impact the success of assigned programs. Maintain appropriate cost records and reports.
Safety
Responsible for safe, continuous, and reliable 24/7 operations of the University's complex utility plants and utility distribution systems which are of critical daily importance to the function of all University facilities and activities consistent with Environmental Health and Safety.
Personnel
Provide leadership for the Campus Utilities division staff, including direct supervision of management level staff. Provide feedback to staff and assess performance, prevent and resolve conflicts, develop and coach staff, perform hiring decisions, and promote diversity. Responsible for ensuring success of these projects in order to provide continuous and reliable operations for all the campus departments in the 200+ buildings on the Seattle main campus. Ensure that assigned staff understand and follow University of Washington, UW Facilities policies. Interpret and apply applicable policies and procedures.
Organizational Leadership and Engagement
Identify and provide technical direction and leadership for major capital improvements in the utility plants. Participate with other members of the UW Facilities Leadership Team, ensuring that and operations are coordinated among the department's various units and across multiple programs. Communicate UW Facilities mission and goals to staff and monitor implementation of initiatives within assigned areas and programs. Direct and facilitate innovative practices within assigned shops. Champion the use of Lean management principles and other industry best practices to improve efficiency and drive behaviors that are aligned with and supportive of a world class organization.
Coordination and Compliance
Develop and implement directives to comply with environmental, safety, and other regulatory requirements, including compliance with EPA Title V Air Operating Permit Program. Coordinate with outside agencies, regulatory authorities, engineers, consultants, peer institutions, city and state officials, and campus departments to fulfill daily responsibilities.

Requirements include:
* Bachelor's degree in engineering or related field.
* A minimum of eight years of management or supervisory level experience in complex utility systems operations, including steam and power generation facilities, including responsibility for managing operations budgets.
* Ability to analyze and evaluate complex technical information and conceptualize complex operational scenarios and situations, solve problems, and make decisions under pressure.
* Ability to understand, analyze and effectively communicate complex technical and financial information; excellent oral and written communication skills
* Strong leadership capabilities including the ability to resolve conflicts and solve problems in complex and sensitive situations with tact and diplomacy.
* Ability to effectively manage people and work effectively with people at all levels in a diverse institutional environment
* Working knowledge of applicable safety codes and environmental regulatory requirements related to power plant operations, including the Clean Air Act Title V Air Operating Permit Program.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
Record of success in utility system operations and management demonstrating a strong ability to provide creative and innovative solutions to problems.
* Experience in management of power plant operations, and operation of steam and high voltage electrical distribution systems.
* Experience in providing utility service to a large research institution with medical facilities.
* Experience in planning, developing proposals, and providing technical leadership for major capital improvement programs for utility infrastructure and/or power plant facilities.
Conditions of Employment:
* Must be able to work in mechanical/electrical spaces, including utility tunnels and confined spaces, and around operating equipment such as boilers, turbines, fans, pumps, and transformers.
* Must be able to climb vertical ladders and work at heights.
* Must be able to work independently and respond to emergencies 24 hours a day, 7 days a week.
* Must have a valid Washington State Driver's License
* Must be able to work in a non-smoking environment.
* Regular and predictable attendance is required
