General Job Description
Under limited supervision of the RIDE Program Manager, coordinates, manages, and facilitates Horry County's Road Improvement and Development Effort (RIDE) Program.
The RIDE Program in Horry County, South Carolina, began in 1996, funded by a Hospitality Fee that generated approximately $1.3 billion. In 2006, a Sales Tax Referendum received 61.4% voter approval, leading to the establishment of RIDE 2 in 2007, which totaled $651 million. RIDE 3, appeared on the ballot in 2016 and achieved a 69.1% approval rate, with estimated collections projected at $814 million. As RIDE 3 collections are set to conclude in the spring of 2025, a new 25-year transportation tax proposal valued at $6.6 billion will be on the election ballot for November 5, 2024, intended to replace the current penny sales tax if approved by voters.
By focusing on collaboration with agencies like SCDOT, the RIDE Program has played a crucial role in enhancing regional infrastructure by supporting various projects designed to improve connectivity. Key initiatives include major road widening efforts, intersection and interchange improvements, and the development of complete streets and multimodal projects. The program also focuses on paving dirt roads and resurfacing existing roadways, all with the goal of creating a more efficient and safer transportation network for the community.
Key responsibilities include conducting progress reviews, financial analyses, and preparing status reports and presentations for both the overall program and individual projects. The individual also supervises professional and technical staff, ensuring their work is complete and accurate.
Compliance with State Law and SCDOT intergovernmental agreements is essential for promoting effective management and successful project completion. The Assistant Director's focus will strengthen collaboration with governmental agencies, resulting in timely, budget-compliant projects that meet community needs. Ultimately, this approach will enhance resource sharing, improve project execution, and lay a solid foundation for future initiatives.
Duties for this Position
* Continuously works to improve operations, streamline work processes, and works cooperatively and jointly with others to provide seamless customer service.
* Oversees administration operations, including purchasing, payroll, invoice approval, credit card process, and necessary department reports daily.
* Assist with creating the operating budget for the department.
* Assigns workloads and establishes work schedules, and duties of employees.
* Assist with time edits for RIDE employees.
* Assist with FOIA requests and provide necessary documentation and/or records through Public Information.
* Interacts and communicates with local and state government agencies.
* Creates financial statements and various reports as necessary for the RIDE Program.
* Review, analyze, and prepare department budget, monitoring annual expenditures, sourcing items as needed, preparing construction bid packages, contract documents, invoices and maintaining payment files.
* Responsible for all project accounting aspects of RIDE funded projects.
* Responds and/or attends to all miscellaneous service requests from the public - including attendance at HOA / community meetings.
* Coordinates closely with County Council, other county departments, agencies, municipalities, and other state/local agencies on roadway, drainage, land development and other infrastructure-related issues.
* Maintains updated knowledge as to all pertinent laws, regulations and standards concerning and affecting the RIDE Programs procedures and operations.
* Attend and perform duties as necessary at the Horry County Emergency Operations Center during declared emergencies.
* Performs other related duties as required.
Position Minimum Requirements
* Bachelor's Degree in Civil Engineering supplemented by a minimum of ten years of project management experience in Civil Engineering, particularly in the field of transportation, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must be a registered South Carolina Professional Engineer. Must have extensive experience with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access, Project) and Adobe software. Must have a valid South Carolina driver's license. Must be able to pass the required pre-employment physical and background check
