The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:Attract the private sector capital investment needed to expand New York s clean energy economy.Overcome barriers to using clean energy at a large-scale in New York.Enable New York s communities and residents to benefit equitably from energy efficiency and renewable energy.Job OverviewTo capitalize on these enormous investment opportunities, create jobs, and reduce emissions from localizing supply chains, NYSERDA seeks a leader to help develop and implement strategies that expand New York s clean energy economy with a focus on manufacturing and supportive supply chains. This position will be part of a growing team that identifies, prioritizes, and implements new initiatives to expand in-state industries in key strategic sectors with a focus on energy storage, electric vehicles, and on-shore wind. Other areas may include clean heating and cooling, building decarbonization, green hydrogen, and advanced nuclear power generation. This position will lead current initiatives for: regional clean energy industry attraction planning and site development programs to identify and qualify existing clean tech clusters, assets and competitive advantages that can support clean energy manufacturing; business attraction and marketing; policy analysis, and incentive program design and development.This role will work extensively with Empire State Development along with local and regional economic development partners across the state. Approximately 25% travel required, mostly across upstate New York.Primary ResponsibilitiesPartnerships: Develop and maintain key relationships, position the authority as both a strategic partner, subject expert, and thought leader with a variety of stakeholders while staying current on industry and community needs, including with:Empire State Development, Industrial Development Agencies, NYPA, and electric utility companiesLocal governments, economic development and community revitalization groups, and regional economic development councilsClean energy project developers and clean energy solution manufacturers, distributors, and suppliersClean energy industry clusters in energy storage, transportationThe Business Council of New York State and the Manufacturers Alliance of NYSPolicy: Conduct analyses of clean energy policies and offerings in competitor states, lead studies and projects designed to surface new policies or programs and work collaboratively with NYSERDA teams to leverage market development and economic development opportunities. Stay abreast of federal programs (Inflation Reduction Act, Infrastructure Bill, etc.) and ensure the optimization of available incentives for New York.Program design and oversight: Directly manage staff and contractors who are developing new incentive mechanisms that help existing NYS firms successfully expand into these sectors and attract new firms to NYS. These mechanisms may augment existing economic development initiatives in the State, leverage federal support where appropriate, and could include new targeted grants, mechanisms within existing clean energy initiatives that encourage NYS content, and other approaches.Business attraction: Lead and manage marketing and business development campaigns designed to position New York State as a place to locate and grow clean tech supply chain projects. Focus areas will include:Conduct corporate outreach and promote NYS and NYSERDA to large employers and key industry association and professional groups.Identify, analyze, and manage company expansion and attraction projects working in conjunction with state and local partnersOversee the development of marketing collateral and materialsAttend and speak at strategic eventsOther areas:Public speakingManage contractors and project budgetsLead and participate in project teams consisting of NYSERDA staff and others in government and the private sector and work to expedite projects and initiativesStay abreast of clean energy market developments and inform NYSERDA program development of key industry trends, industry insights, and community needsPerform other responsibilities as assignedAbility to perform all managerial and supervisory responsibilities with demonstrated experience fostering respect, diversity, equity and inclusion across the workforceMinimum Qualifications8 years experience, at least 4 in senior-level positions in economic development or business development. A Master s degree may substitute for 2 years of experienceStrong leader with demonstrated problem-solving ability, an action bias, and experience leading direct reports and colleagues toward measurable outcomesDemonstrated ability to develop and foster strong partnerships with stakeholders in business and industryBachelor s degreePreferred Qualifications10 years of relevant experienceA master s degreeDemonstrated track record in clean energy economic developmentExperience with NYS communities, clean energy solutions, and/or supply chain developmentExperience with innovative economic development solutions in workforce development and disadvantaged communitiesPlease submit two files, one for your cover letter and another for a resume.[IND123]
