Job Description:

  • Develop and implement an improved methodology to monitor and track financial plan and budget revenue and performance targets associated with value-based initiatives impacting NYC H+H risk pool members including, but not limited to, HARP enrollment, SNP enrollment, people experiencing homelessness (PEH), at-risk youth, and chronic disease segments.
  • Develop and implement methodology to monitor and track NYC H+H care management program key performance indicators for VBP risk pool members using internal and external data to evaluate total cost of care, patient outcomes, and utilization changes.
  • Develop subject matter expertise on existing H+H financial plan and budget targets related to VBP risk payments from Managed Care Organizations (MCOs) and distribution of those payments to NYC H+H facilities, operating divisions and affiliated physician groups. Advise on process and methodology improvements for operationalizing payments, and work with finance, program, and MCOs to optimize and implement new approach to VBP financial operations.
  • Review H+H financial plan initiatives and business plans with surplus targets; understand current state of monitoring and paying out targets; identify gaps and opportunities related to current state; advise on new approach leveraging MCO data and analytics; implement new approach with Finance.
  • Review H+H risk pool budget targets across NYC H+H facilities, operating divisions, and affiliated physician groups; understand current state of establishing, monitoring, and paying out targets; identify gaps and opportunities related to the current state; advise on new approach leveraging MCO data and analytics; implement new approach with Finance.
  • Prepare ad-hoc and regular reporting related to all assigned duties as relevant for internal and external stakeholders.
  • Develop and maintain excellent rapport, communications, and collaborations with stakeholders across offices.
  • Support other financial operations duties as assigned by the Senior Director or other senior leadership.

Minimum Qualifications:

1. Master s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or

2. Bachelor s degree from an accredited college or university in disciplines, as listed in 1 above; and three (3) years of experience, as described in 1 above, one (1) year of which must have been in a responsible administrative or managerial capacity.

Department Preferences

Masters degree in public administration, public health, healthcare administration, or similar or equivalent work experience

4 years of work experience in healthcare finance, healthcare management, or a related field

Knowledgeable in:

o Healthcare operations

o Insurance reimbursement systems

o Collaboration across divisions in large complex organizations
