This is a closed position. To be eligible for this position under this examination, all applicants must be an existing classified employee with the City of Canton and have completed their probationary period by 1/2/25.General Statement of Duties:

This is a responsible, professional, and managerial position under the Mayor's Administration. An employee in this classification will support the Director of Human Resources in administering daily operations for the HR Department. This role involves supervision of HR staff, supporting HR initiatives, overseeing the City of Canton Healthcare Benefits, onboarding/offboarding, administration of various types of employee leaves such as workers' compensation, FMLA etc. Knowledge of collective bargaining agreements and union negotiations. The position reports to the Director of Human Resources.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in business, human resources management, or related field is required. At least five (5) years' experience working in a Human Resources department with at least three (3) years in a leadership role (public sector preferred). Knowledge of personnel operations, policies and procedures in the areas of personnel ordinances, new employee orientation, collective bargaining agreements, Civil Service laws, and payroll processing systems. Experience using the City's current software platforms (Kronos/Dimensions, NeoGov and Tyler Technologies) is preferred. Extensive knowledge of administering Healthcare Benefits.

Unique Requirements / Physical Requirements:

Ability to meet deadlines. Ability to prepare technical and administrative reports. Ability to present ideas effectively, both orally and in writing. Ability to establish and maintain effective working relationships with Elected Officials, department heads, City employees, vendors, other agencies, and the general public. Excellent communication, interpersonal, and problem-solving skills.

Essential Functions:

Performs supervisory, managerial, and administrative functions in an office in the Human Resources Department in City Hall as described in the above General Statement of Duties.

Description of Work:

* Support the Director of HR in developing and executing HR strategies and initiatives.

* Acts as HR director if the director is not present.

* Experience creating/maintaining a department budget.

* Ability to lead a diverse staff.

* Assist in managing HR operations, including recruitment, employee relations, performance management, and compliance.

* Must have knowledge and keeps abreast of professional developments in the field of human resources, personnel and workers' compensation by attending seminars and workshops, outside reading and studying journals and trade magazines.

* Maintains awareness of legal issues related to Equal Employment Opportunity (EEO), Family Medical Leave Act (FMLA) Fair Labor Standards Act (FLSA), the Affordable Care Act (ACA), the Americans with Disabilities Act (ADA), Health Insurance Portability and Accountability Act (HIPAA), Consolidated Omnibus Budget Reconciliation Act (COBRA) and other federal laws.

* Foster a positive work environment and promote employee engagement and satisfaction.

* Manage the Healthcare Benefits Program. Works with City's broker to ensure that the City provides the best possible health care within budgets established by the Administration. Manages communication and correspondence with employees regarding benefits and eligibility.

* Supervise and assists with training of HR staff.

* Enforces administrative policies.

* Open purchases orders and pay invoices for Human Resources Department.

* Timekeeping and attendance: Assist with timely processing of payroll via automated time card system for both the department and all city staff.

* Assists in collective bargaining negotiations as needed. Ensures compliance with collective bargaining agreement provisions.

* Assists in policy development.

* Communicates with other agencies in areas such as wage surveys, collective bargaining agreements, etc.

* Represents Human Resources at meetings, conferences, and other important meetings interacting with officials and managers as assigned by Director of HR.

* Prepares reports delineating the activities of the department.

* Oversees the Employees Assistance Program.

* Represents the Human Resources Department before City Council, the Administration, and employee organizations in the Director of HR's absence.

* Administers and interprets city policies for administrators, managers, or individual employees.

* Performs other related duties as assigned.
