Position Summary : The Office of School Health (OSH) is a joint program of the New York City Public Schools (NYCPS) and the Department of Health and Mental Hygiene (DOHMH) responsible for promoting the health of the 1 million school children enrolled in approximately 1,800 public and non-public schools in New York City. Services to students include case management of chronic health problems, preventive health screening, urgent care, medication administration, preventive counseling, reproductive health services, health education, referral for care and assurance of ongoing effective treatment. OSH has been the provider of public health services for 100 years. The Assistant Director of Nursing - Policy and Special Projects will assist in the general administration and development of the nursing program with line responsibility for direct supervision/management of the Individualized Nursing, Communicable Disease, and Special Projects Central Nursing units and will handle oversight activities across the City of New York. The Assistant Director of Nursing will have a defined scope of work that they will primarily direct but may support or manage other work to support the Nursing Unit as needed. Performs related work. Reports to: Executive Director of School Nursing Direct Reports: Nursing Supervisors and their direct reports; administrative staff Key Relationships : Collaborates with Deputy Nursing Director, Assistant Nursing Director, Approved Contract Nursing Agencies, Borough Nursing Directors, Nurse Supervisors, Nurses, the Medical, Administration, Operations, and other OSH units to develop goals and objectives to effectively manage the nursing program. Also collaborates with local and state agencies as needed. Responsibilities Policy Development and Implementation
  • Directs OSH Central Office Specialized Nursing Unit and Communicable Disease Nursing Units while interpreting, reviewing and contributing to designing policies and procedures for nursing program development and staff performance.
  • Manages OSH central units in creating survey content relevant to OSH nursing services.
  • Oversees units' collaborations with OSH clinical and administrative divisions and teams, to ensure that policies integrate current local, state, and federal requirements for best nursing practices.
  • Collaborates with Director of Nursing to support borough nursing leadership; identifies policy needs and shifts.
  • Maintains relationship with New York State Center for School Health to ensure clarity and implementation of policies.
  • Ensures completion of training requirements related to infection control and other safety and health trainings required by DOHMH safety and health and NYCPS for new and existing staff.
  • Attends DOHMH infection control committee meetings.
  • Oversees and collaborates on policy updates with OSH Medical, Nursing and DOHMH and NYCPS Safety and Health division's regarding the review of OSH safety sharps and medical room devices.
  • Supports Central Office initiatives including nurse recruitment and retention activities, such as attending recruitment events.
  • Facilitates meetings with the Agency Nurse Tracking Coordinators and the OSH Early and Periodic Screening Diagnostic and Treatment (EPSDT) unit.
  • Supervises the centralized nursing process for implementing 1:1 paraprofessional coverage following medical approval, for students with 504 plans attending non-public or charter schools.
  • Plans, supports, and directs the research activities of special health services provided by nursing staff in cooperation with program staff, and utilizes findings to improve school health activities.
Specialized Nursing Unit
  • Directs and oversees the work of the Specialized Nursing Services Team, which ensures all students who require nursing services through an individualized plan receive recommended nursing services. This includes supervision of a Supervising Nurse who oversees a team of 9 staff nurses.
  • Collaborates with NYCPS and DOHMH Informational Technology (IT) units to monitor and track nursing services for students with IEP plans referred to OSH Nursing.
  • Provides reports to OSH Nursing Leadership and OSH Senior Advisement as needed.
  • Manages communications and consults with NYCPS and DOHMH general legal counsel.
  • Ensures the nursing unit and the Office of School Health are represented at hearings if required and strategic planning related to individualized nursing services.
  • Develops, refines, and disseminates policies and procedures governing the work of the specialized nursing services team, particularly for those students requiring individualized (1:1 or Transportation) nursing services.
  • Oversees policy updates.
  • Supervises central specialized nursing teams to ensure appropriate case management.
  • Directs the centralized process of implementing 1:1 paras for students in Non-Public and Charter Schools following OSH medical unit approval.
  • Supervises the tracking and monitoring of vendors specific to paraprofessional services.
Communicable Disease Unit
  • Supervises the Communicable Disease Nursing Unit.
  • Collaborates with the Medical Unit and other parts of the Nursing unit.
  • Supervises OSH communicable disease policy development in line with current NYS and NYC public health regulations.
  • Attends Infection Control Meetings to obtain and share applicable infection control policies with Nursing Leadership for OSH implementation.
  • Manages NYS Infection Control Trainings for OSH staff, including ensuring OSH authorization for the training.
  • Manages the implementation of workplace safety and health training regulations to ensure new staff compliance with workplace policies.
Qualification Requirements: Minimum
  • A valid New York state license as a Registered Nurse, a baccalaureate degree in Nursing from an accredited college and a master's degree in Nursing, Public Health or a related field, plus four years of recent experience in public health or hospital nursing or a related field; at least 18 months of which must have been in an administrative, managerial, executive, consultative or educational capacity, or in supervision of professional public health nursing personnel working in any of the above mentioned areas; or
  • Education and/or experience equivalent to 1 above. However, all candidates must possess a valid New York State license as a Registered Nurse, and a baccalaureate degree in Nursing from an accredited college; and must possess 18 months of specialized experience as described in 1 above.
Preferred
  • Master's Degree in Nursing or a health-related field.
  • Diverse nursing background, including experience in pediatric and adolescent nursing.
  • Experience working in a public agency.
  • Flexibility and willingness to travel.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Teams etc.) & Google Suite.
  • Excellent communication and interpersonal skills.
Salary : $126,054 - $150,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
