Job Duties
The Virginia Department of General Services, Office of Procurement Services is seeking a highly skilled and detail-oriented professional to join our Office of Procurement Services as an Assistant Director. In this role, you will play a crucial part in supporting our agency's mission by ensuring efficient and compliant procurement processes.
Key Responsibilities: Assist the Director in overseeing procurement of goods, services, and construction for the agency; Ensure all procurements adhere to relevant policies and regulations, including CPSM, VITA BuyIT manual, and Agency Procurement and Surplus Property Manual; Manage contract renewals and oversee effective contract management practices; Serve as SWaM Champion, developing and executing the agency's SWaM Plan in compliance with Executive Order Number 35; Ensure agency-wide compliance with eVA, including dashboard certification and fee payments; Establish agency contracts and provide training on delegated procurements.

This position is eligible to telework upon approval of a completed telework agreement.

Minimum Qualifications
* Extensive knowledge and experience of state procurement laws and policies (Virginia Public Procurement Act, DGS Agency Procurement and Surplus Property Manual, VITA IT Procurement Manual: BUY IT, DGS Construction Professional Services Manual
* Extensive knowledge and experience in the areas of Construction, Technology and Non-Technology Procurements
* Strong communication and presentation skills, including the ability to conduct complex negotiations and conduct training
* Strong Technology skills, including e-procurement software, word, excel, and PowerPoint
* Ability to managing a professional staff
* Ability to plan, organize and direct procurement operations
* Ability to communicate concisely orally and in writing
* Ability to develop internal purchasing policies for the Department
* Ability to obtain Professional certifications state (VCO, VCM, VCCO) National (CPPB, CPPO)
Additional Considerations
* Practical experience and knowledge of grant management
* Considerable experience in managing a professional staff.
* Practical experience and knowledge of the Commonwealth's electronic procurement system (eVA)
