What you need to know
* TTI is a Texas based agency. This position has the flexibility of a hybrid remote option with three days in the TTI Headquarters building located at RELLIS campus. This can be discussed further during the interview process.
* The salary range for this position is $90K - $120K. Factors influencing the salary include experience, qualifications, performance, and achievements.
Job Summary
The ideal candidate will manage the People Operations group, overseeing HR functions such as talent acquisition, employment, compensation, employee relations, benefits, payroll, procedure development, people analytics, and compliance. They will ensure organizational effectiveness and efficiency, serve as an advisor and trusted partner to management, and develop and execute HR initiatives to meet agency goals. They will act as a strategic advisor to the CHRO.
Key Responsibilities
* HR Operations Management: Assess and improve HR operations for efficiency and effectiveness through standardization, automation, and service upgrades.
* Strategic Counseling: Provide strategic counseling, coaching, and planning for management and leadership, including succession planning, performance management, strategic hiring, organizational structure, talent reward, and retention.
* Employee Relations: Manage employee grievance procedures, counsel managers on performance issues, and guide conflict resolution and disciplinary processes.
* Policy Development: Develop and revise HR rules and procedures to ensure compliance with laws, policies, and regulations.
* Compensation Oversight: Oversee the compensation program and ensure it aligns with organizational goals.
* People Metrics: Conduct people metrics and provide management reports on workforce composition and trends.
* Team Leadership: Mentor and coach direct reports, implement individual development plans, and foster a collaborative team environment.
* Change Management: Lead and manage change initiatives within the HR department and across the organization, ensuring smooth transitions and minimal disruption. Develop and implement change management strategies to support organizational transformation and employee engagement.
* Manage and complete HR projects: Oversee and execute HR projects that align with the Agency's strategic goals, ensuring timely and successful completion.
Education and Experience
* Required: Bachelor's degree in Human Resources Management, Human Resources Development, Business Management, or a relevant discipline.
* Required: Minimum of 6 years of human resource experience.
* Preferred: 10+ years of human resource experience, PHR/SPHR certification, experience leading HR teams, extensive experience in compensation and employee relations, and familiarity with the A&M system.

The HR team is a full-service, centralized unit with 8 HR employees and several student workers, supporting over 600 employees. The team has a high workload and faces complex scenarios requiring creative solutions. They have a strong, supportive dynamic and need a leader who is compassionate, strong, and capable of addressing issues effectively.
