Job Description:
Overview This position is responsible for planning and managing water and wastewater capital projects, management of the consent decree program to ensure all requirements are achieved, management of the cross-connection/back-flow program, design management of various water and wastewater pipe replacement contracts, and management of various aspects of water and wastewater operations. Additionally, coordination and communication with other departments such as Public Works, Development Services, and Engineering is a critical component of this position. Inherent to this skill/function is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, supports constructive resolution of conflicts. • Develops and implements action plans to improve operations in the department. • Meet organizational goals and customer expectations; make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. • Manage human, financial, and information resources strategically including overseeing preparation of department budget. • Manage the engineering or technical organizations required to accomplish the missions assigned. • Performs other related duties and fulfills responsibilities as required. Position Type and Typical Hours of Work • Exempt - Full-Time • Flexibility to work evenings, weekends, and holidays is a schedule requirement • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services. Qualifications • Bachelor's degree (BA/BS) • Seven (7) years of experience Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire Preferred • Professional Engineering License (P.E.) Employment TestingEmployment is contingent on passing any post-offer pre-employment screening as listed below:• Criminal Background Check: Yes• Motor Vehicle Record Check: Yes• Drug Screening: Yes• Physical Exam: Yes Other Information: Relocation Package The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses: Temporary housing assistance • Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc) for the purpose of obtaining temporary or permanent living arrangements. • Reimbursement for moving company expenses Additional Incentive Accrued Vacation • Additional accrued annual vacation hours based on years of experience Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
