Fairmont State University is seeking a highly motivated and skilled individual to serve as the Assistant Director of Residential Facilities and Budget Management. This position is integral to the daily operations of campus housing and will oversee all aspects of residential facility operations, including maintenance, repairs, capital improvement projects, inventory control, and budget management. Reporting to the Director of Housing and Residence Life, the Assistant Director will supervise the housing maintenance team and the student laborers, as well as, work closely with the Director of Housing and will be a key member of the Housing and Residence Life Leadership and Management Team.

The Assistant Director will serve as the primary point of accountability for residential facilities, coordinating closely with Facilities Management, external contractors, and other university departments to ensure efficient and timely project completion. The position will work with the Operations Manager to manage emergency relocation processes for students impacted by facility failures or planned maintenance, ensuring the least disruption to the residential community.

Key Responsibilities:

* Supervise daily maintenance requests, facility condition assessments, furniture repair, and inventory management for residence halls and apartments.

* Coordinate and track capital improvement projects, deferred maintenance, and emergency repairs, ensuring facilities remain safe and functional for student use.

* Collaborate with Facilities Management and external contractors to plan, implement, and evaluate maintenance and renovation projects.

* Oversee the procurement, tracking, and installation of furniture, technology, and interior/exterior signage in residence hall common spaces and offices.

* Lead planning and coordination of major facility projects, including preventative maintenance, renovation, and remodeling in collaboration with Physical Plant, Facilities, and other university partners.

* Serve as the primary point of contact for Housing and Residence Life for facility-related crises, including emergency relocations, major repairs, and safety issues.

* Work closely with the Student Government Association/Resident Assistants to gather student input and ensure projects align with student needs and priorities.

* Respond to student and parent concerns regarding facility conditions, coordinating with Facilities and other campus departments to resolve issues.

Emergency Relocation and Crisis Response:

* Develop and implement processes for relocating students impacted by facility emergencies or planned maintenance.

* Serve as the lead in emergency relocations, coordinating logistics with Facilities, Housing staff, and external partners (e.g., hotels).

* Manage communication with students and families during facility crises, ensuring timely and transparent updates.

* Utilize the StarRez occupancy management system to facilitate student relocations and ensure proper access management in emergency relocation spaces.

* Respond to facility-related emergencies.

Budget and Financial Oversight:

* Develop, manage, and monitor the residential and housing budget, including capital project expenditures, deferred maintenance, and emergency repair costs.

* Work with the Director of Housing and Residence Life to develop long-term capital planning strategies, ensuring alignment with departmental and institutional goals.

* Oversee the financial aspects of procurement, including obtaining bids, managing vendor contracts, and tracking expenditures.

* Ensure all projects stay within budgetary constraints and meet established financial goals.

Supervision and Team Leadership:

* Supervise full-time staff responsible for residential facilities and indirectly supervise student workers.

* Provide leadership, training, and development opportunities for professional and paraprofessional staff related to facilities management and emergency response protocols.

* Collaborate with the Housing and Residence Life leadership team to ensure consistent and fair policies for all facility operations and crisis management.

* Lead and participate in departmental committees and work closely with campus partners to develop policies and procedures that improve student housing operations.

Policy and Planning:

* In collaboration with the Assistant Director of Residence Life and Housing Operations Manager, develop and revise manuals, policies, and procedures related to residential facility operations, including emergency response protocols and relocation plans.

* Assist in the development of a comprehensive deferred maintenance and capital improvement plan, integrating lifecycle data and future facility needs.

* Conduct assessments of completed projects to ensure user satisfaction and gather data for future improvements.

* Ensure compliance with university policies, safety regulations, and industry standards in all aspects of facility management and project planning.

Minimum Required Education

Bachelor's degree or equivalent education plus experience.

Minimum Required Qualifications

* Strong organizational and time-management skills.

* Knowledge of building systems, maintenance processes, and safety regulations.

* Experience with budget management and financial reporting.

* Excellent interpersonal, communication, and problem-solving skills.

* Ability to manage multiple tasks and projects simultaneously.

* Proficiency with MS Office Suite (Excel, Word, PowerPoint) and facilities management software.

* Minimum of 3 years of experience in facilities management, budget oversight, or a related area, preferably within a higher education setting.

* Experience in supervising staff and managing complex projects is highly desirable.

Preferred Qualifications

* Experience in higher education or student housing settings.

* Knowledge of sustainability practices in facilities management.

* Familiarity with construction project management and capital planning.
