We are seeking a forward-thinking Assistant Director to play a critical role in shaping the future of the community's essential services. In this position, you'll work closely with the Director to oversee the daily operations of the utility systems, ensuring compliance with federal and state regulations while driving innovation and sustainability initiatives.As the Assistant Director, you will work within a community-oriented organization, serving as a key decision-maker, strategic planner, and advocate for environmental safety and infrastructure improvements. From leading high-impact projects to collaborating with government agencies and local stakeholders, you will have the opportunity to make a tangible difference in the lives of residents and businesses alike.Responsibilities
- Compliance Oversight: Serve as the compliance officer, ensuring adherence to Federal EPA, DOT, DOL, State PSC, DEC, DOH, DOT, DOL, and Power Authority regulations.
- Utility Operations Support: Assist in the preparation of plans, cost estimates, and specifications for construction, extensions, and improvements across all utility operations.
- Procurement & Project Management: Prepare purchase specifications and bids, analyze proposals, and recommend actions for project-related needs.
- Engineering Tasks: Perform a variety of technical engineering duties related to the maintenance and construction activities of the utilities department.
- Administrative Duties: Conduct departmental engineering correspondence and supervise daily business operations, stepping in for the Director when necessary.
- Strategic Planning: Assist the Director in developing long-term strategic plans for the development, expansion, and sustainability of municipal utilities, including forecasting future needs and infrastructure upgrades.
- Budget Management: Collaborate in preparing and managing the municipal utilities department's budget, ensuring cost-efficient operations, maintenance, and capital projects.
- Stakeholder Collaboration: Coordinate with local, state, and federal agencies, community groups, and private organizations to align utilities initiatives with broader policy and environmental goals.
- Emergency Response: Lead efforts in utilities emergency management, including responding to natural disasters or system failures. Ensure contingency plans are in place for operational continuity.
- Training & Development: Oversee staff training and development, keeping employees up to date on regulatory changes, safety protocols, and technological advancements.
- Sustainability Initiatives: Support sustainability efforts by integrating renewable energy sources, reducing emissions, and implementing water and energy conservation programs.
- Performance Metrics & Reporting: Establish and monitor performance metrics for utilities operations and maintenance. Provide regular reports to senior leadership and regulatory agencies.
Requirements
- Bachelor's Degree preferred.
- 5+ years of experience in public utility or industrial facility operation, including at least three years in industrial compliance.
- Strong leadership experience, and strong written and verbal communication skills.
- Thorough knowledge of current federal and state industrial compliance regulations, especially those related to environmental safety.
- Expertise in the design, construction, and operation of utilities, including electric, natural gas, water, and sewage systems.
- Proficiency in engineering principles and their application to utilities planning and development.
- Strong organizational and administrative skills, with the ability to plan and coordinate utilities systems effectively.
- Ability to prepare detailed project specifications, solve complex engineering problems, and present issues clearly.
- Strong interpersonal skills with the ability to interact effectively with colleagues, vendors, and the public.
- Professional judgment, neatness, and initiative.
