Job Summary / Basic Function

The Assistant Director's primary responsibility is to provide input in the strategic planning for PA Thrive Partnership as a division of Pennsylvania Western University's College of Health Sciences and Human Services. The Assistant Director must be a multifaceted leader with the ability to interact and successfully work with professionals and skilled staff across a myriad of disciplines, industries, and political orientations. The Assistant Director should be well versed in all aspects of healthcare and play a role in the surveillance of local, state and national healthcare trends and opportunities. The Assistant Director is responsible for interfacing with local community agencies throughout the PA Thrive Partnership's 13-county service area to access all possible medical and non-medical resources for PA Thrive Partnership's patients/clients. The Assistant Director will play an essential role in assisting the Executive Director with the day-to-day operations of the organization and ensuring effective communications across all regional offices.

The Assistant Director will help provide oversight and coordination of all PA Thrive Partnership programs and services to include medical and non-medical assistance. The Assistant Director will help assist the Executive Director with ensuring that all division programs/activities are performed in accordance with the contractual requirements between the granting agencies such as the PA Department of Health and the federal Health Resources and Service Administration. The Assistant Director will participate in evaluation of the impact potentials of current and upcoming legislative or programmatic changes surrounding social services and/or healthcare that may have a direct influence on the mission and vision of PA Thrive Partnership. The Assistant Director must possess a sound working knowledge of the current socioeconomic trends surrounding HIV and HCV treatment and funding, as well as understand the importance of networking and partnerships throughout the region and across the state. Other responsibilities include identifying and assisting in the program expansion and grant opportunities, writing proposals and subcontracts, conducting requests for proposal process and monitoring programmatic activities.

Professional Competencies:

Primary Roles

* Assist in providing educational resources to the healthcare teams to ensure compliance with HIPPA and Act 148.

* Assist in the establishment and implementation of clinical and non-clinical processes and objectives that are consistent with the Ryan White Program legislation and reporting requirements.

* Assist in providing oversight of PA Thrive Partnership's recruitment requirements and standards for subcontracting physicians and in the development of clinic schedules and coverage.

* Assist in identifying, writing, and submitting HIV/HCV primary care treatment grants and proposals. This includes identifying Part C Ryan White Program capacity building opportunities.

* Provide essential leadership in establishing and maintaining productive working relationship with key administrators within the PA Department of Health and HRSA to coordinate and ensure the provision of all necessary health services necessary to address all issues related to the full HIV continuum of care.

* Provide strategic leadership in the development and implementation of sustainable healthcare delivery models for supporting growth and expansion of services into other medical conditions over their full cycle of care.

* Provide leadership in the development and implementation of integrated professional development tracks for all staff members having a primary focus on assuming a leadership position in the delivery of integrated medical and non-medical services in rural communities.

* Provide leadership, strategies, motivation and training in the establishment and reinforcement of truly integrated healthcare delivery teams.

* Provide leadership in quality management, quality improvement, and systems across the division and various geographical locations.

* Provide leadership in the establishment and maintenance of strong working relations/professional networks (both internally and externally).

* Provide leadership and training of fiscal administrators to ensure the accuracy of financial reports and to develop budget strategies in the process of effective grant management.

* Provide leadership in establishing necessary compliance procedures and systems for maintaining the division's 340 B Pharmacy Program and develop strategies for growing the program to include increasing the client base, expanding the pharmacy services area, and/or establishing an in-house mobile pharmacy.

Key Administrative Roles:

* Responsible for working with the Executive Director in seeking out opportunities for PA Thrive Partnership to become a premier specialty healthcare provider organization with a concentration on maximizing revenues and recognition throughout the northwest region of Pennsylvania.

* Responsible for assisting in preparation of grant proposals in coordination with the department leaders.

* Directs and manages program expenditures with the assistance of the Finance Administrator.

* Represents Pennsylvania Western University acting in partnership with PA Thrive Partnership at all fiscal agent, planning, and evaluation and other meetings as required by the PA Department of Health, Federal Government and other grantors.

* Meet all reporting guidelines established by the PA Department of Health and other funding sources.

* Responsible for assisting in preparation of subcontractor/subgrantee contract language for review and signature by the Vice President of Finance and Administration and Legal Counsel.

* Work with the Executive Director and PASSHE Procurement through the Request for Proposal (RFP) process for subcontracts and subgrantees.

* Ensures that PA Thrive Partnership job descriptions are developed, that regular performance evaluations are held and that sound human resource practices are in place.

* Sees that an effective management team, with appropriate provision for succession, is in place.

* Encourages staff development and education and assists program staff in relating their specialized work to the total program of the organization.

* Maintains a climate which attracts, keeps and motivates a diverse staff of high performing professionals.

Focused Programmatic Roles:

* Responsible for the direct leadership development and management of the i) Supervisor of Clinical Operations, ii) Finance Administrator, iii) Supervisor of Medical Case Management, iv) Coordinator of Consumer Services, v) 340B Manager, vi) Coordinator of High Impact Prevention, vii) STI Program Manager, viii) Dietitian, ix) Data Manager, and x) Office Managers.

* Presents and communicates PA Thrive Partnership's mission/vision, healthcare delivery model, accomplishments, future goals, etc. at conferences and to other key stakeholders.

* Lead role in supporting departmental staff members in program management activities.

Essential Quality Management Roles:

* Serves in a leadership role on the Quality Management/Quality improvement team assisting in the development and implementation of the quality management plan for PA Thrive Partnership.

* Leads and inspires staff to ensure that quality improvement activities are undertaken, results are documented, and best practices are integrated.

* The Assistant Director reports to the Executive Director of PA Thrive Partnership

Minimum of Education / TrainingRequired Education Summary

* An advanced professional degree in business, medicine/healthcare, or related sciences.

* A professional with at least ten years' experience in non-profit management, grant writing and networking with government agencies and/or healthcare entities. Consideration will be given to individuals with increasing responsibilities.

Preferred Qualifications

* Preference given to a professional with in-depth knowledge and experience in the use of health information technology.

Physical Demands Work Location Is travel to other PennWest campuses required for this position? If so, how often?

Yes. The Assistant Director will share time between PA Thrive offices located in Clarion and Erie. The new Assistant Director will have the discretion to locate their home office at either the PennWest Clarion campus or our office located in Erie, PA.
