Job Type Full-timeDescriptionJOB RESPONSIBILITIES: Under the direction of the Director of Parks and Recreation, the Assistant Director directly manages all aspects of the Parks Maintenance Division, oversees the work plans and day-to-day maintenance operations for 29 parks, facilities, and trails within the Parks System, including but not limited to day to day operations of Oak Grove Cemetery and Paducah's Transient Boat Dock. Works in collaboration with department management to oversee park development and planning, strategic and long-range planning. Assists with the establishment and implementation of department policies and procedures. Assist with the development and management of the departmental operating budget. Assists with the review and implementation of the General Assembly Permit process. Supervises assigned staff. ILLUSTRATIVE DUTIES: The list of these duties is intended to be representative of the tasks performed. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.
  • Develops and manages comprehensive maintenance operations and plans for the city parks, facilities, green spaces, trails, etc, including but not limited to mowing, landscaping, facility and equipment repairs and maintenance, pool and spray ground maintenance, ballfield maintenance, cemetery maintenance, etc.
  • Manages staff and conducts annual performance evaluations, makes recommendations for hire/termination, disciplinary actions, work improvement plans, and realigning work priorities as needed.
  • Prepares division budgets including coordinating projects, procuring supplies and services, recommending long and short-term goals and objectives, and making recommendations on capital improvement projects specific to maintenance.
  • Performs administrative and accounting duties as required, and approves purchases, following the City's purchasing guidelines.
  • Oversees the management, development, implementation, evaluation, and enforcement of city policies and procedures. Ensures implementation of state and federal policies, procedures, and standards.
  • Works with other divisions and departments to coordinate park maintenance needs and support as applicable.
  • Provides logistical and operational input on General Assembly Permit applications and process, and coordinates related work assignments.
  • Oversees development and implementation of contractual services.
  • Works closely with and provides input to the Director on parks system projects, planning, design, and development.
  • Works closely with the management team to develop management plans and trimester reports for the division.
  • Promotes excellent customer service skills, leadership development, and work site training for employees as it pertains to their specific job duties.
  • Works with the Recreation Division to coordinate and support programs and community events for the department.
  • Manages assigned parks and facilities and submits recommendations for upkeep, upgrade, construction, and/or renovation of parks and equipment.
  • Performs routine inspections of parks, recreation facilities, trails, playgrounds, pools and spray pads, green spaces, and other park equipment to ensure safety, cleanliness, and compliance with department-approved guidelines.
  • Participates in the development and implementation of, and ensures department policies and procedures comply with federal, state, county, and city laws, rules, and regulations, including OSHA.
  • Assists the Public Works Dept in Snow and Ice Removal as needed and assigned.
  • Assists the Engineering Dept in Floodgate installation as needed and assigned.
  • Assumes responsibility for the Parks and Recreation Department in the absence of the Director, as assigned.
  • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency.
  • Other duties as assigned.
RequirementsQUALIFICATIONS: Bachelor's degree in recreation or parks administration or related field, and 7 years of increasingly responsible professional level experience in parks, maintenance, and facilities management, including 5 years of supervisory experience; or any combination of training and/or experience which evidences an advanced knowledge of facilities and/or grounds maintenance. Experience with OSHA regulations, guidelines, and best practices is required. CPO (Certified Pool Operator) and CPSI (Certified Playground Safety Inspector) certifications are a plus. PHYSICAL REQUIREMENTS: While performing the essential functions of this job the employee is frequently required to stand, walk, sit; use having to finger, handle, or feel; talk or hear; lift and/or move up to 50 pounds repetitively and drive and operate various vehicles and equipment. In responding to critical incidents, the incumbent may be exposed to fire, fumes or airborne particles, toxic or caustic substances, excessive noise, temperature extremes, and dampness/humidity. The incumbent may be exposed to possible bodily injury from falling from high, exposed places; and moving mechanical parts of equipment, tools, and machinery. KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of department policies and procedures, recreational and athletic equipment, union contract management, and safety practices and procedures. Ability to communicate with the public and prepare accurate and concise reports. Ability to establish and maintain a good working relationship with the general public, community organizations, and government agencies. Ability to recognize unusual or threatening conditions and take appropriate action.Salary Description $38.68 - $49.32 Hourly/$80,461 - $102,587 Annually
